The verified minutes of the planning meeting held in the Old School, Bolnhurst on Monday 17th December 2007 were:
MEMBERS PRESENT: PCllr Whitmore (Chairman), PCllr Bates, PCllr Browning, PCllr Bryans, PCllr Worth, PCllr Landmann, five members of the public, and Mrs Gill Wiggs (Clerk).
1. APOLOGIES FOR ABSENCE FROM MEETING PCllr Turner
2. DECLARATIONS OF MEMBERS PERSONAL OR PREJUDICIAL INTERESTS IN THE BUSINESS TO BE TRANSACTED HEREUNDER There were none
3. OPEN FORUM FOR MEMBERS AND THE PUBLIC TO SPEAK Neighbours of Greensbury Farm raised concerns about the following issues: Increased weekend traffic, lack of local amenities and infrastructure for residential homes, that this would take away local business and employment, and replace it with housing that is not needed. The applicant said he had been trying to sell or let the units as commercial plots unsuccessfully for 18 months, and these was why he was now trying to adapt them into residential homes. He had put in sleeping policemen already which would keep any traffic at a slow pace. He also confirmed there was adequate sewerage/waste management in place.
4. PLANNING DECISIONS MADE BY THE BOROUGH COUNCIL – FOR INFORMATION ONLY: 07/02837/LBC – Removal of mezzanine floor – Chapel Cottage Riseley Road Keysoe – Permission granted. 07/02358/FUL – erection of garden shed – Grange Court Barn Pertenhall Road Keysoe – Permission granted.
PLANNING APPLICATIONS FOR DISCUSSION: 07/03464/FUL – single storey rear extension – Lingfield, Keysoe Row West, Keysoe – No objections 07/03277/FUL – Conversion and alterations of commercial units to 4 dwellings – Greensbury Farm, Thurleigh Road, Bolnhurst. This application was discussed at length. The Parish Council considered the objections of the neighbours, however they concluded that these new houses would add some smaller dwellings to the parish that were very much needed. They did not consider the traffic impact would be significant, and felt the lack of infrastructure/amenities was no worse in this location than in other parts of this rural parish. They therefore had No objections 07/03411/S106 – Conversion and extension of barn into residential property. Application is to discharge the planning obligation that requires the occupier of dwelling to be a person or persons employed in connection with the adjacent commercial use – Copse Farm, Keysoe Row East, Keysoe – No objections 07/03355/FUL – One 2 storey rear extension with retaining walls to garden – Willow Lawn, Keysoe Row West, Keysoe – No objections
