Minutes of May 2006 Meeting |

The verified minutes of the Keysoe and Bolnhurst Annual Parish Council meeting held on 15th May, 2006 were;
1. ELECTION OF CHAIRMAN AND VICE CHAIRMAN Mrs Gear conducted the election of Chairman where Cllr. Mrs Landmann proposed Cllr. Mrs Whitmore. This was seconded by Cllr. Bryans and with no further nominations was agreed unanimously. Cllr. Mrs Whitmore took the chair, signed the declaration of office and conducted the election for Vice Chairman where Cllr. Mrs Landmann proposed Cllr. Bryans. This was seconded by Cllr. Bates and with no further nominations it was agreed unanimously.
2. MEMBERS PRESENT Cllr. Mrs Whitmore (Chairman), Cllr. Bates, Cllr. Mrs Browning, Cllr. Bryans, Cllr. Dix, Cllr. Mrs Landmann, Cllr. Worth, Bor. Cllr. Ian Clifton, Co. Cllr. Tom Wootton and seven members of the public. The Clerk Mrs Maddison was in attendance.
3. APOLOGIES FOR ABSENCE FROM MEETING None
4. DECLARATIONS OF ACCEPTANCE OF OFFICE These were signed by all Cllrs. prior to the start of the meeting.
5. DECLARATIONS OF MEMBERS PERSONAL OR PREJUDICIAL INTERESTS IN THE BUSINESS TO BE TRANSACTED HEREUNDER None recorded.
6. TO VERIFY THE MINUTES OF THE MEETING HELD ON MONDAY 24th APRIL 2006 These were signed as a true record.
7. OPEN FORUM FOR MEMBERS AND THE PUBLIC TO SPEAK Cllr. Mrs Landmann reported that she had visited the County Archive Records to find further information on the parish owned land. She reported that there were records to prove that the land had been owned by the Parish since 1880's. Mrs Elsegood from the floor gave a vote of thanks to the outgoing Chairman who had been extremely helpful during the past 4 years. Mrs Heming from the floor reported that she felt it would be a good idea if the playing field committee consisted of a member from each group in the parish, ie. village hall, church, village show etc. and reported that Dave Allen from Row East would be willing to be on the committee representing the Village Show.
8. APPOINTMENTS OF ADVISORY COMMITEES AND REPRESENTATIVES ON OTHER COMMITTEES These were agreed and accepted as follows:
- Village Hall Representative - Cllr. Dix
- Equestrian Centre Committee - Cllr. Worth, Cllr. Dix, Mr Ian Johnson, Mr D Gill and Mrs S Pope
- North East Beds Community Liaison Forum - Cllrs. Mrs Browning and Mrs Landmann
- Grass Cutting - Cllr. Mrs Browning
- Police correspondent - Cllr. Bryans
- Highways - Cllr. Worth
- Footpaths/Bridlepaths - Cllr. Mrs Landmann
- Playing field committee - Cllrs. Mrs Browning and Mrs Landmann, Mr Stephen Day and Mr Dave Allen representing the Village Show. It was agreed that Mothers and Toddlers and the Village Hall organisations would be approached to serve on the committee.
Planning regions:
- Bolnhurst - Cllrs. Mrs Browning, Mrs Whitmore and Cllr. Worth.
- The Rows - Cllr. Bryans, Cllr. Dix, and Cllr. Mrs Landmann
- Brook End/Church Road - Cllr Bates, Cllr. Mrs Browning and Cllr. Dix
9. PLANNING - TO BE DISCUSSED 06/01050/FUL - Erection of replacement dwelling (Reserved matters application for approval of external appearance, siting, design and means of access) to Janets Place, Kimbolton Road, Keysoe, Beds - It was resolved to support this application. 06/07073/LDE - Use of land for siting of mobile home unit for holiday accommodation to Ashfield Farm, Keysoe Row East, Keysoe, Beds - It was resolved to support this application
10. FINANCE Cllr. Mrs Landmann proposed, seconded by Cllr. Bates that the following accounts are paid. This was agreed unanimously.
| BATPC Subscription | £ 108.00 | | British Telecom - Clerks Telephone | £ 62.49 | | Mrs J Maddison - Clerks Account | £ 406.79 | | Allianz Cornhill - Insurance | £ 399.56 | The grass cutting contribution from the County Council has been agreed at £2860.95 Kymbrook After School Club have been awarded a rural grant for £1494.02 (this will be paid to the Parish Council to forward onto them)
11. INSURANCE OF GATES AND FENCES TO THE PLAYING FIELD AND PUBLIC LIABILITY The Clerk had contacted the Insurers and they will only insure the gates and fencing against vehicle and animal damage. This would be £40.00 per annum. It was agreed unanimously that the fencing/gates would not be insured against this as this did not seem relevant. The Clerk informed the Council that AON Insurance confirmed that as the Parish Council has Public Liability Insurance in place, this therefore covered the new playing field.
12. SAFETY, SECURITY AND LIABILITY TO NEW PLAYING FIELD Cllr. Worth reported that the Village Hall owns some of the land adjoining the playing field which is open to the public. He also reported that the Village Hall Committee needs to erect a fence/gate to block off entry into their sheds to ensure safety to all when using the field. Cllr. Mrs Browning reported that this item is on the Village Hall agenda for Monday 22nd May. It was agreed unanimously that the large gate to the entrance to the playing field needs to be locked to stop unwanted vehicular access. The new committee will look into this.
13. RENOVATION OF SEAT AT BOLNHURST AND POSSIBILITY OF PROVIDING A BUS SHELTER Cllr. Worth had been approached to ask if the Parish Council would paint/make good the seat in Bolnhurst. He was also asked if the Parish Council would provide an over head shelter for the children waiting for the bus. It was agreed unanimously that the handyman be asked to paint the seat but the provision of a shelter on this corner (St. Neots Road/Kimbolton Road) would be dangerous as drivers would not be able to see around it when exiting the St. Neots Road. Cllr. Worth will contact the handyman.
14. TREES IN BOLNHURST - OUTSIDE OF OLD CHAPEL AND NEAR TO THE NOTICE BOARD There are several trees overhanging the footpath outside of the Old Chapel. It was agreed unanimously that the Clerk would write to the owners and ask them to cut these back. Also there are some overgrown trees on the verge near School Lane. It was thought that these belong to the County Council and therefore, Cllr. Worth will contact the highways dept.
15. PLANNING WORKSHOP AT BEDFORD BOROUGH COUNCIL 21ST AND 22ND JUNE 6.30PM It was agreed that Cllrs. Bates and Dix would attend this workshop on Wednesday 21st June
16. CODE OF CONDUCT TRAINING FOR NEW PARISH COUNCILLORS ON TUESDAY 20TH JUNE, BEDFORD BOROUGH COUNCIL Cllr. Bates will attend this training but due to other commitments Cllrs. Bryans and Dix are unable to attend. The Clerk will ask if there are any alternative dates.
17. CORRESPONDENCE RECEIVED - Endurance GB - a ride is taking place on Sunday 13th August 2006 from Oak Farm in Upper Dean which is a 20 mile loop and will be using bridlepaths through Bolnhurst & Keysoe - Clerk has map of route - Bedford Borough Council, Bedford Development Framework, Statement of Community Involvement - Inspectors Report can be viewed at www.bedford.gov.uk or by post at £3.00 - CPRE - Local Development Frameworks - 'Getting the best for your community' workshop to be held on 5th October at Hinchingbrooke Country Park at a cost of £16.00 each - No one available - ODPM- Local Authority Byelaws in England: A Discussion Paper received (procedures for making, confirming and enforcing byelaws) - Clerk to file. - Letter received from Beds and Herts Ambulance and paramedic service regarding a meeting held on the 16th March - copied to all Cllrs. prior to the meeting. - The Clerk will write and express an interest in basic life saving skills
18. CLOSE OF BUSINESS There being no other business the chairman closed the meeting at 20:35
