Minutes of April 2006 Meeting |

The verified minutes of the Keysoe and Bolnhurst Parish Council meeting held on 24th April, 2006 were;
1. MEMBERS PRESENT Cllr. Mrs Gear (Chairman), Cllr. Mrs Browning, Cllr. Burge, Cllrs. Mrs Landmann, Mrs Pope, Mrs Whitmore, Cllr. Worth, PC Ian Sutcliffe (guest speaker), Co. Cllr. Tom Wootton and nine members of the public. The Clerk Mrs Maddison was in attendance.
2. APOLOGIES FOR ABSENCE FROM MEETING None
3. DECLARATIONS OF MEMBERS PERSONAL OR PREJUDICIAL INTERESTS IN THE BUSINESS TO BE TRANSACTED HEREUNDER Cllr. Mrs Browning declared a personal interest in item No. 8 - Finance
4. TO VERIFY THE MINUTES OF THE MEETING HELD ON MONDAY 20th MARCH 2006 AND THE ANNUAL PARISH MEETING OF THE SAME DATE These were both signed as a true record.
5. OPEN FORUM FOR MEMBERS AND THE PUBLIC TO SPEAK Cllr. Mrs Browning reported that Mrs Burge had contacted her regarding a heating pipe that had been installed on the new building at Ashbrook Farm. Cllr. Mrs Browning is checking the planning permission for this. Cllr. Mrs Landmann reported a damaged sign post in Bolnhurst at the New Road Junction and the Clerk reported one o/s of Valbrook Farm, Riseley Road, Keysoe. Cllr. Mrs Whitmore will report these to the Highways Dept. Mr Ian Johnson thanked all the Parish Councillors for their help and support with the Equestrian Centre over the last 4 years which had resulted in the quietest Easter at the Centre for 6 years. David Brealey voiced concerns of the School with the planning application for conversion of a barn to offices at Wychtree Farm which if it was passed, would result in more traffic using the new offices at peak times when the children were using the footpath to and from school. Mr John Felts reported that vehicles are parking outside of Wychtree Farm on the newly erected footpath and felt they should be asked not to.
6. GUEST - PC IAN SUTCLIFFE, BEDFORD TRADING STANDARDS TO DISCUSS 'NO COLD CALLING' ZONES PC Ian Sutcliffe had been appointed by Bedford Trading Standards to set up and manage 'No Cold Calling Zones'. Nearly all of Mid and South Beds parishes are now 'No Cold Calling Zones' and he is now working on the North Beds Parishes. He had spent 3 to 4 hours in the parish today and had noted the possible sitings for the signs should it be agreed upon. He did notice some advertising notices in Brook End, Keysoe from Bentley Paving who are well known to him and are in fact the type of caller he is trying to eradicate. These type of traders do not have any guarantees for their workmanship and indeed the telephone nos. given out to customers go to a call handling office where staff are paid to take messages but these are never actually passed on or dealt with. Any legitimate traders will have no worries about selling in these zones as they will have a peddlers/traders licence etc. Should it be agreed upon, Bedford Trading Standards will provide a booklet and a window sticker to each household and will also provide the signs free of charge, however, there is a cost of £25.00 per sign for erection and the parish would need 7 signs however costs could be saved if the Parish Council erected the signs themselves. The Chairman thanked PC Sutcliffe for attending and said that the Clerk would be in touch with him. PC Sutcliffe then left the meeting. Following discussions, Cllr. Burge proposed that the Council goes ahead with the scheme. This was seconded by Cllr. Mrs Landmann and with all in favour was carried. The Clerk will contact PC Sutcliffe and the Council will erect the signs themselves.
7. PLANNING TO BE DISCUSSED 06/00937/FUL and 06/00938/LBC - Conversion of barn to form office accommodation at Wychtree Farm, Keysoe Row West, Keysoe, Beds: It was resolved to support this application provided it was carried out sympathetically to the listed building consent with a condition that the eastern gateway is blocked off and the verge is reinstated as this gateway is a danger to pedestrians on the footpath, as per the highways recommendation in 2005. Many complaints had been received regarding the owners of this property parking on the new footpath and it was resolved with 4 in favour to ask PC Gary Baldwin to speak to them. INFORMATION ONLY 05/01427/FUL and 05/01425/LBC - Conversion of existing barns to form six dwellings and removal of lean-to building at College Farm, Church Road, Keysoe - An Inquiry will be held in the summer and any correspondence should be submitted by 28.04.06 - It was resolved to write in support of the applicant. 06/00571/FUL - Erection of replacement dwelling (reserved matters application for approval of external appearance, siting, design and means of access to Janets Place, Kimbolton Road, Keysoe - Application has been withdrawn.
8. FINANCE Richard Browning had informed the Council that the extra cost on his invoice was for additional posts and there had been some confusion with the drawings supplied and his calculations. Cllr. Mrs Landmann proposed, seconded by Cllr. Burge that the following accounts be paid. This was agreed unanimously.

The first half of the precept has been received £3,500.00
9. TO AGREE AND SIGNING OF THE ACCOUNTS FOR 2005/6 The year end accounts had been distributed to all Cllrs. prior to the meeting and it was agreed unanimously that the Chairman and the Clerk sign them as correct.
10. FORMATION OF NEW COMMITTEE FOR THE DAY TO DAY RUNNING OF THE PLAYING FIELD The Clerk reported that Stephen Day had offered to be on the Committee. It was agreed that the formation of the committee would be made at the next meeting in May when the new Council was in place. Cllr. Worth reported that the grass needed cutting and couldn't wait until May so it was agreed that Cllrs. Mrs Browning and Mrs Landmann would check to see when the grass was dry enough and they would then order a cut.
11. HIGHWAYS REPORT BY CLLR. MRS WHITMORE There are several jobs in progress with report nos. issued by the Highways Dept. Among the works in progress are:
- The ditch in Keysoe Row west which is blocked with rubble from the footpath, - the ditch beside Elm Farm which is very overgrown and is being dealt with by the Rights of Way Officers, although they are of the opinion that it is unlikely to be a problem but they will keep an eye on it, - the outstanding cycle path signs along the footpath through Keysoe, - Church Road, Keysoe is still awaiting kerb stones on the corner of Church Road/Kimbolton Road plus replacement white posts and Cllr. Mrs Whitmore is hoping to meet with Tom Wootton to inspect the whole of Church Road which has very serious potholes outside of the Equestrian Centre and - the new footpath in Bolnhurst
Mr Spring from Glebe Cottage is most unhappy with the height of the verge and Helen Dow from Amey has visited the site and since then the verge has been re-instated but it is a slope down to Glebe Cottage garden and will be very difficult to maintain. Cllr Mrs Whitmore is hoping to meet with Tom Wootton and a senior person from the Highways Dept soon.
12. INSURANCE RENEWAL The Clerk reported that the Insurance Renewal had arrived but advised the Council that the newly erected fence around the playing field should be insured. It was agreed unanimously that the Clerk adds this to the policy.
13. LAND REGISTRY - VOLUNTARY FIRST REGISTRATION OF TITLE The Clerk had received some documents from the Land Registry stating that by 2012 it was hoped that all land in England and Wales would be registered, this included, allotments, cemeteries, parks and playgrounds etc. etc, however if this was registered now voluntarily it would be at a reduced cost. However, the Clerk could not find any deeds/documents relating to the parcels of land that the Parish Council owns and this may produce problems when registering the land. It was agreed that the Chairman would look through the archives at County Hall in the first instance to see if anything had been recorded/deposited there.
14. REPORTS FROM ATTENDANCE AT OTHER MEETINGS The Chairman and Cllr. Worth had attended a Landfill Grant seminar - details of grants for educational purposes were received and had been passed on to the Playgroup as they are currently looking to relocate, also, the Chairman and Cllr. Worth attended a workshop with Alistair Burt MP which was very informative - Among items discussed was Homestart which is a group for supporting families for young children with learning difficulties under the age of 5 and an information pack is held by the Clerk, also Alistair Burt reported that Amey (the new highways Partnership) was working well. He had received complaints regarding Satellite Navigation Systems which are directing vehicles along unsuitable roads. He also reported that he had objected to the police reorganisation. He also reported that placing too many speeding signs defeated the object.
15. CORRESPONDENCE RECEIVED - Bedfordshire and Luton Combined Fire Authority - Integrated Risk Management Plan 2006/7 (including questionnaire) received - Passed to Cllr. Mrs Browning - Bedfordshire County Council - Temporary Road Closures - St. Neots Road, Bolnhurst and Bolnhurst Road - Patching from 10.04.06 to 21.04.06 and two days during 15th May to 30th June between 9.00am and 3.30pm also Robbins Folly/C26 Cross End, Thurleigh and Thurleigh Road, Bolnhurst - Patching from 10.04.06 to 21.04.06 and for one to two days between 24th April and 31st May from 7.30am to 6.00pm - Clerk to file - BRCC, Calor Gas Bedfordshire Village of the Year 2006 - details received, expressions of interest to be filed by 28.04.06 - Clerk to file - Bedfordshire County Council - Consultation on Statement of Community Involvement (SCI) - submission draft received - Consultation period is from 10.04.06 to 22.05.06 - Passed to Cllr. Worth - Defra - Getting to grips with the Clean Neighbourhoods and Environment Act 2005 - a parish council guide to environment enforcement document available to order - Clerk to file
16. CLOSE OF BUSINESS There being no other business, the Chairman closed the meeting at 21:30 hours
Cllr. Wootton thanked the Chairman for all her hard work over the past
4 years and said that he attended many Parish Council Meetings and it was a
tribute to her that Bolnhurst and Keysoe Parishes worked so well together as a
