Minutes of November 2007 Meeting Print E-mail
The verified minutes of the meeting held in Keysoe Village Hall on Monday 19th November, 2007 were;

MEMBERS PRESENT: PCllr Whitmore (Chairman), PCllr Bates, PCllr Browning, PCllr Bryans, PCllr Worth, PCllr Landmann, BCllr Clifton, CCllr Wootton, Mr Alan Woodward, five members of the public, and Mrs Gill Wiggs (Clerk).

1. APOLOGIES FOR ABSENCE FROM MEETING
There were none

2. DECLARATIONS OF MEMBERS PERSONAL OR PREJUDICIAL INTERESTS IN THE BUSINESS TO BE TRANSACTED HEREUNDER
There were none

3. TO VERIFY THE MINUTES OF THE MEETINGS HELD ON MONDAY 15th OCTOBER 2007
These were agreed to be a true record

4. MATTERS ARISING
Bus Shelter – The Clerk reported that BCC were hoping to inspect the site before the end of the year. They would need to meet someone on site and PCllr Browning agreed to do this. Once the site had been identified, the Parish Council could then go ahead and purchase the shelter.

5. CO-OPTION OF NEW PARISH COUNCILLOR
Two applications had been received from Carole Turner and Jill Peters. The Parish Councillors all agreed they were both excellent candidates. Both candidates were proposed and seconded, and a vote was carried out. Carole Turner was duly elected as a result of this vote.

6. OPEN FORUM FOR MEMBERS AND THE PUBLIC TO SPEAK
Grass cuttings - PCllr Browning reported that leaves and grass cuttings appeared to be dumped on Pertenhall Road next to the verge, opposite the first of the three barn conversions. PCllr Worth agreed to report the matter to Highways

Gypsies - PCllr Browning expressed concern over the mobile home erected by gypsies on St Neots Road. She proposed that the Parish Council should write to the Borough Planners to object to it. The Parish Council agreed that this should be done, with a copy to Staploe Parish Council, BCllr Clifton, and CCllr Wootton - Action The Clerk

Replacement No Cold Calling Signs – PCllr Bryans would continue to pursue this

Neighbourhood Watch – PCllr Bryans reported that Jenny Johnson was retiring from this role.

Parish Plan – PCllr Bates reported that the group were now about to start writing up the plan, and were next meeting in the New Year.

Oil Spill – PCllr Landmann expressed concern over lack of police interest when she recently reported an oil spill. They had not been prepared to attend to what was a potentially dangerous situation, and referred her to Highways instead.

Dog Fouling - Mr Woodward stated that dog fouling in the area of Kymbrook School was becoming an issue. An article would be put in the next edition of Village Voice.

Rural Housing Trust – Mr Woodward expressed concern that this matter had been ongoing since 2002, and hoped there would be a clear outcome soon.

7. PLANNING
DECISIONS MADE BY THE BOROUGH COUNCIL – FOR INFORMATION ONLY:
07/02327/FUL – Demolition and alterations to existing building and erection of new building for form horticultural area– Myers Hill Farm, Bolnhurst – Permission granted.
07/02374/S73 – change of use from agricultural land to garden land London End Farm, Keysoe – Permission refused
07/01664/FUL – erection of dwelling and conversion of barn to dwelling -  Hope Acres London End, Keysoe Row East – Permission refused
07/02627/FUL – replacement garage/store, installation of wind turbine and erection of 2m fence Lingfield, Keysoe Row West – Permission granted
07/00035/REF/06/02241/OUT - notification of Appeal for erection of bungalow, land west of the Bungalow, Keysoe Row West. Informal hearing to be held 6/2/08

PLANNING APPLICATIONS FOR DISCUSSION:
07/02837/LBC – Removal of mezzanine floor – Chapel Cottage Riseley Rd, Keysoe. There was no objection to this application.
07/02814/S73 – Alterations and extension to north track/construction of 3 – 5 meter acoustic bund. Variation to planning condition 8 of permission granted to allow time extension until December 2008 for completion of bund – Former DRA site - Thurleigh Airfield Business Park. PCllr Worth reported that he, PCllr Bates and PCllr Whitmore, had met with Jonathon Palmer of `Palmer Sports` on 6th November 2007.  A full discussion covered all aspects of the present situation and problems and is summarised as follows: -

  • The design of the bund has extensively changed since that seen originally, and approved, by the Parish Council. This was primarily due to modifications demanded by the various departments of the Borough Council.
  • The bund height has been reset at 5M for all of its length and the side slopes decreased from 1:2 to 1:3 to prevent soil erosion.
  • The Bund has been positioned closer to the tracks at various points and its overall width increased in places to improve its effectiveness in noise reduction.
  • The total amount of material now required has therefore trebled to around 70,000 tons.
  • There has been a real problem in getting suitable material for the bund.
  • They have offered to dig a small lake to the North of the bund as a simple way to obtain more construction material.
  • They are limited to 40 delivered loads per day from the A6 by Highways.
  • They are paying £150,000 for the delivery trucks to travel along the old runway to the bund site.
  • A hard surface road has had to be constructed around the line of the bund so that the trucks can operate in all weathers.
  • Construction work has commenced at the western end nearest Riseley and will continue around the perimeter in an easterly then southerly direction.
  • They have currently suspended a payment fee for offloading material to encourage more deliveries. It was hoped the charge would make the bund pay for itself but this approach has been abandoned.
  • As a result of the above they estimate that the work can only be finished late 2008 early 2009 which is their reason to ask for an extension in construction time.
  • It was agreed that local people who are interested can visit the bund construction site to see how the work is proceeding. This will be arranged in the New Year.
Since the meeting the variation of condition 8 pursuant to the planning approval No. 06/02918/ful has been withdrawn as they have concerns that the local residents have not been consulted at all about the proposed changes.

9. REPORTS FROM MEETINGS ATTENDED DURING THE MONTH
There were none.
 
10. HIGHWAYS CURRENT INFORMATION
The hedge on the westerly side of Hatch Lane has been cut back by the owner, a Mr Paul Staughton.

Trees - A report by Highways Arboriculturalist states that the Horse Chestnut trees around the church in Keysoe are in adequate condition, despite large cankers on one of them which are not a problem. However the one near the main entrance is currently obscuring the carriageway and over growing the TP and LP wires.

Keysoe Village Gateway Signs - A meeting was held between Brian Hayward and David Richardson of Highways, Penny Heming of the Village Show Committee and PCllr Worth to discuss this. Two sites on the B660, one at each end of the village, were identified as suitable locations. Penny Heming will be informed by Brian Hayward on the conditions that need to be met as to their construction, materials, insurance and suitable contractors.
 
Footpath - Highways have agreed to repair the two worst sections of the Keysoe B660 linking footpath this year and the rest next year. Weed overgrowth will be removed and the path sprayed. They will not install footpath cycle signs as they deem them unnecessary. The Parish Council asked that the decision about signage be reconsidered – Action PCllr Worth

PCllr Worth had received a comment from within the farming community that trees planted along the edge of the highway are growing to such an extent that they are impeding the passage of large modern agricultural machinery. He is investigating this.

VAS – This has now been installed near the school, but seems to be activating at around 27 mph. It was agreed The Clerk would report this.

11. UPDATE ON RURAL HOUSING TRUST
PCllr Bates reported a meeting was being held on 19th December 2007 with William Ward, to decide whether the proposed site will be suitable. If this site is not suitable then an alternative site will have to be found that meets the requirements of BBC Planners, and that the landowner in question is happy to sell at such a relatively low price. PCllrs Bates, Whitmore and Landmann would attend the meeting.

12. CONFIDENT COMMUNITIES FUND
Various ideas were discussed such as youth shelters, or another VAS. The Parish Council agreed to give this further consideration, and carry this matter forward to the January meeting. In the meantime the Clerk would enquire if the fund can be combined with the Parish Partnership Fund, should the Parish Council wish to purchase a second VAS – Action the Clerk.

13. PRIDE IN BEDFORD CLEAN UP DAY
It was agreed this would be held on 10th May 2008.

14. ANNUAL PARISH MEETING
Ian Clifton had kindly agreed to be the guest speaker.

15. FIRST RESPONSE
PCllr Bryans had spoken to Jeff Willis from St Johns Ambulance, who runs the scheme in partnership with the Ambulance Service. Mr Willis had offered to attend the January meeting to give the Parish Council an overview of how the scheme works. It was agreed this would be helpful, and The Clerk agreed to contact him.

PCllr Bryans suggested that once this had been set up, the Parish Council could consider further “Disaster Recovery” measures.
 
16. OUTCOME OF MEETING WITH VILLAGE HALL COMMITTEE
PCllr Whitmore had met with Mark Lightfoot, as it was felt there had been some friction between the two bodies over the gate. The gate had now been replaced, which the Parish Council were very pleased with, and it was agreed that the matter was now closed.

17. LAND AT SCHOOL LANE
PCllr Whitmore reported that Highways planned to mark out the public highway, and then arrange for it to be top soiled and seeded. This should all be completed before the end of the year. She had also received a letter from a resident thanking the Parish Council for their efforts. PCllr Worth reported that Highways had been asked to put up white posts along the boundary, but Highways had confirmed they did not deem this appropriate at this stage.
