Minutes of May 2008 Meeting Print E-mail
The verified minutes of the meeting held in the Village Hall, Keysoe on Monday 19th May, 2008 were;

MEMBERS PRESENT: PCllr Whitmore, PCllr Bates, PCllr Browning, PCllr Bryans, PCllr Worth, PCllr Landmann, PCllr Turner, BCllr Clifton, CCllr Wootton Mr Alan Woodward, six members of the public, and Mrs Gill Wiggs (Clerk).

1. ELECTION OF CHAIRMAN AND VICE CHAIRMAN
PCllr Bates was elected Chairman, and PCllr Bryans was elected Vice Chairman.

2. APOLOGIES FOR ABSENCE FROM MEETING
BCllr Clifton would be arriving late.

3. DECLARATIONS OF MEMBERS PERSONAL OR PREJUDICIAL INTERESTS IN THE BUSINESS TO BE TRANSACTED HEREUNDER
PCllr S Bates declared an interest in Planning Application for College Farm

4. TO VERIFY THE MINUTES OF THE MEETING HELD ON MONDAY 21st APRIL 2008

With an amendment to item 12, these were agreed to be a true record.

5. MATTERS ARISING
Changes to Bus Service – PCllr Bryans reported that there would continue to be a bus to St Neots on market day, details yet to be confirmed.

6. OPEN FORUM FOR MEMBERS AND THE PUBLIC TO SPEAK
Community Clean up
– PCllr Bryans said this had been very successful and thanked all those who helped. PCllrs Browning, Turner and Bates offered their apologies for not being able to attend due to other commitments. PCllr Landmann suggested it be done earlier in the year in future before the weeds have become so overgrown.

Greensbury Farm Planning Appeal – PCllr Whitmore had received a thank you from the applicant for the letter of support sent by the Parish Council.

Hedges – Penny Heming from the floor raised concern about overgrown hedges     that were obstructing the footpaths. PCllr Worth explained that this is the responsibility of the land owners, and he will speak to them if he is made aware of whose it is.  CCllr Wootton explained that Highways instruct land owners not to cut hedges at this time of year due to nesting birds, unless they are overhanging the public highway or public footpath, or obstructs the view of drivers. Highways will only get involved in cutting back private hedges if the hedge is causing a danger on the Highway.

New VAS – Joy Madison asked that the Parish Council consider Brook End as a location for the new VAS, as there are lots of accidents in Riseley Road.

8. PLANNING:

Decisions made by the Borough Council (for information only):
08/00617/FUL – Planning Permission granted to raise roof to incorporate 1st floor accommodation – Myers Hill Farm Bungalow, Kimbolton Rd Bolnhurst
08/00531/FUL – Planning Permission granted for replacement garage and workroom – Kinsmans Cottage Keysoe Row East
08/00495/S73 – Planning Permission granted for change of use of part of outbuildings to B8 (Storage and distribution) already carried out – Park Farm, Riseley Rd, Keysoe
08/00058/FUL – Planning Application has been withdrawn for the erection of an open sided field shelter at College Farm Equestrian Centre Church Road Keysoe
07/00620/UNAUTU – Planning Appeal Public Inquiry will be held 30/9/08 – 1/10/08 for use of agricultural land for stationing a mobile home and caravans – Land east of Chestnut Cottage Upper Staploe

Planning Applications for Discussion:
08/00891/S73 – Retention of 3 non illuminated advertising hoardings – College Farm Equestrian Centre Church Rd Keysoe.  PCllr Bates left the room. It was Resolved to have no objection to this application. PCllr Bates returned
08/01099/FUL – Single storey side extension, rear conservatory, larger double garage with annexe over paling fence to front – Ashwood lodge, Keysoe Row West. The Parish Council expressed concern about the height of the garage building, which appeared to be too high for the plot. There was concern over the appearance of the porch. The fence was also too high. Overall the application was not aesthetically pleasing. It was Resolved to object to this application on this basis.

PLANNING PORTAL – The Parish Council considered it to be impractical to consider Planning Applications via the Portal. The Clerk would comment accordingly.

7. FINANCE
It was agreed to sign the following cheques:

It was agreed not to renew the CPRE membership. 
 
10. TO RECEIVE THE ACCOUNTS AND ANNUAL RETURN FOR 2007/8 INCLUDING ANNUAL FINANCIAL RISK ASSESSMENT SCHEDULE & REVIEW OF INTERNAL AUDITOR
The 2007/8 Accounts had been Internally Audited and no anomalies had been found. The Clerk also presented the Annual Financial Risk Assessment and the Review of Internal Auditor.

It was RESOLVED to accept the accounts, and Section 1 & 2 of The Annual return were signed off for submission to the External Auditor.


11. RURAL GRANT APPLICTION FOR PRE SCHOOL
The Clerk had received notification that representatives for BBC would be visiting the pre school on 21st May 2008 at 10am to discuss their rural grant application, and a Parish Council rep had been requested. PCllrs Browning and Bryans agreed to attend.


12. REPORTS FROM MEETINGS ATTENDED DURING THE MONTH
First Response – PCllrs Turner and Bryans had attended the first meeting which was very positive. They had 6 volunteers so far, with 3 more possibles.


13. CONFIDENT COMMUNITIES FUND ALLOCATION OF £3500
BCC had sent a form to be completed asking for proposed sites for the location of the new VAS. The Clerk outlined the required information and PCllr Worth had reviewed the form prior to the meeting. It was Resolved to give 2 suggested locations, and ask Highways to recommend which would be most suitable.

These were decided to be:
B660 Northbound – The Rows Crossroads
B660 Northbound – Riseley Road Junction


14. HIGHWAYS PARISH PARTNERSHIP 2008/9
To decide how to spend allocation of £10,000.00

PCllr Worth had circulated a report on the inspection carried out by himself, PCllr Whitmore and PCllr Turner. The report recommended footpath repairs at 2 locations on Pertenhall Rd, Keysoe Row East/Kimbolton Rd Junction, and on Kimbolton Rd, Bolnhurst by School Lane. The remainder to be spent on dropped kerbs for School Lane Bolnhurst.

It was Resolved to accept the list of locations, and submit the detailed list to Highways.

Later in the meeting (under item 16), it was agreed to add tarmac and kerbing in front of the new bus shelter to the list.

15. HIGHWAYS CURRENT INFORMATION
PCllr Worth had made 10 reports to Highways this month. Amey are still looking into the proposed speed restrictions and gateways. There had been a request received for a 30 mph speed limit in Bolnhurst by St Neots Rd, as there had been 3 accidents there recently. The request had been submitted to Highways.

16. BUS SHELTER FOR BOLNHURST
PCllr Whitmore reported the location had now been agreed with local residents. Malcolm Whitmore would be providing the concrete base f.o.c. PCllr Whitmore had also enquired whether he would be able put slabs down in front of the shelter, on a chargeable basis. This was discussed and it was agreed it would be better to use some of the Parish Partnership funding to get Highways to tarmac and kerb it instead. PCllr Whitmore asked The Clerk if the bus shelter would be covered on the Insurance Policy, and The Clerk advised it would need to be added.

17. PLAY AREA  
PCllr Whitmore reported the contracts had now been signed. Additional Safety Officers may be needed, and training dates are being planned for September. Sue Norman had advised that no other Parish Councils have Child Protection Officers, and having a Child Safety Policy is perfectly adequate, which PCllr Whitmore will draft for circulation. A watering rota may be needed depending on the weather. Penny Heming enquired whether it would be ready for the Church Fete on 12th July, and PCllr Bates said they would just have to see how it comes along. PCllr Landmann pointed out access would be available anyway so it would not be a problem. PCllr Whitmore had applied of a rural grant for the Youth Shelter, and the notice board needed arranging, she would draft the wording for circulation. The Clerk was asked to clarify the insurance provision for the Play Area, and she advised that as the land is owned by the Parish Council they have Public Liability Cover of up to £5m. Once the play equipment has been installed this can also be added to the policy.                                       
                         
18. UPDATE ON RURAL HOUSING TRUST
PCllr Whitmore reported this is going very well. The meeting on the 13/6/08 will go ahead between 3pm and 7pm to take any public questions. The local residents in the immediate vicinity would be receiving letters explaining what would be happening.

19. HIGHWAY LANDS, SCHOOL LANE
PCllr Whitmore reported there had bee a site inspection by Andy Prigmore from Highways last week, and he had agreed to provided 3 more loads of topsoil and seed, funded by BCC.


20. CORRESPONDENCE RECEIVED:

  • BATPC – New Councillor training dates 2/7/08 & 10/7/08 Cardington Village Hall 7.30pm – PCllr Turner to attend 2/7/08

  • Bill Skurry & Ann Kennedy – Thank you for clarifying the Parish Councils position on speed limit proposals, and for taking their views into consideration.
