Minutes of June 2007 Meeting Print E-mail
The verified minutes of the meeting held in Keysoe Village Hall on Monday 18th June, 2007 were;

1. MEMBERS PRESENT
Cllr. Mrs Whitmore (Chairman), Cllr. Bates, Cllr. Mrs Browning, Cllr. Bryans, Cllr. Dix, Cllr Mrs Landmann and Cllr. Worth.  Co. Cllr. Tom Wootton, Mr Alan Woodward, four members of the public and the Clerk Mrs Maddison were also in attendance.

2. APOLOGIES FOR ABSENCE FROM MEETING
Apologies were sent from Cllr. Dix as he would be late arriving to the meeting.

3. DECLARATIONS OF MEMBERS PERSONAL OR PREJUDICIAL INTERESTS IN THE BUSINESS TO BE TRANSACTED HEREUNDER
None declared.

4. TO VERIFY THE MINUTES OF THE ANNUAL MEETING HELD ON MONDAY 21st MAY 2007 and PLANNING MEETING HELD ON MONDAY 4th JUNE
These were both signed as true records.

5. OPEN FORUM FOR MEMBERS AND THE PUBLIC TO SPEAK
  • Cllr. Mrs Landmann raised concerns that she had with the condition of the bushes and shrubs in the playing field and that they were too small for a commercial contractor to be expected to strim around.  
  • Cllr. Worth raised concerns with people parking on the newly resurfaced footpath in Bolnhurst and requested it be put on the next agenda.
  • Cllr. Mrs Browning reported that the Clerk had written to the County Council asking them to remove the hedges and reinstate the open space in School Lane, Bolnhurst.
  • Mr Alan Woodward from the floor reported that he had set a lot of shrubs in the playing field in the autumn and when checking them this week he found that the height of the grass was about 2ft. tall and had obviously never been strimmed around, and so he then spent a good two and half hours strimming around them.  He has since put canes in to mark the small shrubs and asked the Parish Council what they should do now.  Cllr. Mrs Browning reported that the contract for the grass cutting didn’t mention strimming around individual shrubs.  Cllr. Mrs Landmann thanked Alan for this hard work yet again and this was echoed by the Parish Council as a whole.   
  • Mr Smith from the floor raised concerns that the local roads had been resurfaced however, the roads had not been repaired first and the pot holes etc. were just resurfaced as well.  He felt that this seemed a waste of money when the roads were just going to be in the same state as previous.  It was agreed that Cllr. Worth would speak with the highways dept. 
  • Mr Moles from the floor asked if Any Other Business could be reinstated at the end of the agenda to allow for members of the public to speak to the Councillors about the decisions that had been made during the evening.    It was agreed that this would be discussed at the next meeting.
  • Mr Moles stated that he had no access to an agenda before entering the Village Hall at the start of the meeting and suggested that an email list be set up in order to email residents the agenda.  He was informed that the agendas were posted onto the three notice boards five days prior to the meeting but it was resolved to put this on the next agenda also. 
  • Mr Moles asked the Parish Council if members attended planning workshops and seminars and if so how many.  He was informed that members of the Parish Council attend planning seminars yearly.  
  • Mr Moles also asked if it were true that a member of the Mothers and Toddlers had found a syringe outside of the village hall, and if so, what is the Parish Council doing about it.  He was informed by Cllr. Mrs Browning that she was informed about this one occasion and then asked close residents to keep an eye out for any unsociable behaviour around the Village Hall.   This was found on Village Hall property and the committee are monitoring the situation.  

6. PLANNING

Planning descisions made by the Borough Council - for information only:
07/00859/FUL - 1st Floor extension over part of bungalow including balcony (revised scheme) and extension to garage at Greenacres, Kimbolton Road, Bolnhurst, Beds, MK44 2ES – Permission granted.
For discussion:
06/02241/OUT - Erection of detached bungalow and garage – All matters reserved at land west of The Bungalow, Keysoe Row West, Keysoe Beds, MK44 2JF – An appeal will take place in the summer – any comments by 19.06.07 – No further comments would be sent.
07/01492/FUL - Erection of double garage with room in roof to the east of the existing farmhouse at Brook End Farm, Riseley Road, Keysoe, Beds, MK44 2HS – It was resolved with all in favour to support this application.

7. FINANCE
Cllr. Mrs Landmann proposed that the following accounts be paid.  This was seconded by Cllr. Bates and agreed unanimously:

Graham Hayes (internal audit) £  45.00
Mrs J Maddison – Clerks Account 
£ 411.04
        
Cheques raised in the month:
Beds Playing Field Assoc. (seminar)            £  20.00
Grass cutting money has been received        £2860.95

8. REPORTS FROM MEETINGS ATTENDED DURING THE MONTH

Cllr. Bryans and Cllr. Mrs Whitmore attended the training session on the revised code of conduct.

9. THE RURAL HOUSING TRUST

Cllr. Mrs Whitmore had spoken with Mrs Ann Bishop from the Rural Housing Trust and she still had no further information.  Cllr. Bates proposed that the Parish Council talk to the Borough Council Planning Dept. and drive them around if necessary to find alternative sites within the parish.  Cllr. Bryans seconded this and with 5 in favour it was resolved that Cllr. Bates would contact the Planning Dept.

10. UPDATE ON THE LOTTERY BID FOR THE PLAY EQUIPMENT

The Chairman reported that all quotes etc. had now been received and a meeting with Sue Norman from the BRCC had been arranged on 21st June to seek advice on collating all the evidence required for submission to the Lottery Fund.

11. TO ADOPT THE REVISED CODE OF CONDUCT WITH EFFECT FROM 19.06.07
Cllr. Mrs Whitmore proposed that the revised code of conduct be adopted.  This was seconded by Cllr. Bates and with 5 in favour it was resolved that Bolnhurst & Keysoe Parish Council adopt the revised Code of Conduct (Warded Parish Council Version) in its entirety as set out in appendix A to these minutes with effect from 19.06.07

12.  CURFEW TIME FOR THE PLAYING FIELD
Cllr. Mrs Landmann proposed that when people hired the village hall and using the piece of land directly behind the hall, that the time be extended to 11pm and not 9.30pm which is currently the case.  This was seconded by Cllr. Bates and with all in favour this was agreed.  The Clerk will write to the Village Hall Committee to inform them of this.

13. CALOR GAS JUDGING DAY FOR THE BEDFORDSHIRE VILLAGE OF THE YEAR COMPETITION
Cllr. Bates had completed the registration forms and the judging will take place on Thursday 28th June 2007 at 10.00am.  It was agreed that Cllrs. Mrs Whitmore, Cllr. Worth and Cllr. Bryans would arrange for a display to be laid out in The Old School Bolnhurst, and to show the judges around.

14. CORRESPONDENCE RECEIVED
  • NALC – Networking group for Quality Councils – is the Parish Council interesting in establishing a networking group – questionnaire received. It was resolved that the Parish Council were not interested in establishing a group.
  • Sharnbrook Upper School – Foundation public notice received which proposes that Sharnbrook and 12 other schools in North beds become a trust named The North Bedfordshire Schools Trust – consultation period 10th June to 8th July – Clerk to file.
  • Victim Support for Bedfordshire – Annual report received. – Clerk to file.
  • St. Mary’s Church, Keysoe – letter of thanks received for money towards the upkeep of the burial ground. – Clerk to file.
  • Bedfordshire County Council – Improving Communication between the Parish Councils and the County Council – crib sheets received with telephone nos. etc. – Clerk to hold on file.
  • Bedfordshire County Council – P3 getting involved and helping to create and improve green spaces in the parish received.- passed to Cllr. Mrs Landmann

15. CLOSE OF BUSINESS

There being no other business, the Chairman closed the meeting at 21:10 hours.
