Minutes of June 2008 Meeting Print E-mail
The verified minutes of the meeting held in the Village Hall, Keysoe on Monday 16th June, 2008 were;

MEMBERS PRESENT: PCllr S Bates, PCllr Whitmore, PCllr Browning, PCllr Bryans, PCllr Worth, PCllr Turner, Mr Alan Woodward, one member of the public, and Mrs Gill Wiggs (Clerk).

1. APOLOGIES FOR ABSENCE FROM MEETING
PCllr Landmann, BCllr Clifton, CCllr Wootton

2. DECLARATIONS OF MEMBERS PERSONAL OR PREJUDICIAL INTERESTS IN THE BUSINESS TO BE TRANSACTED HEREUNDER
PCllr Turner declared an interest in Planning Application for Chasers, Riseley Rd.

3. TO VERIFY THE MINUTES OF THE MEETING HELD ON MONDAY 19th MAY 2008
These were agreed to be a true record.

4. MATTERS ARISING
Changes to Bus Service – PCllr Bryans reported that the bus to St Neots on market day was in operation.

5. OPEN FORUM FOR MEMBERS AND THE PUBLIC TO SPEAK
Bulky Waste Collection – PCllr Browning reported broken glass left in the car park after this collection – The Clerk would report it.

Janets Place, Kimbolton Rd – PCllr Browning reported the original dwelling appeared to be still in use, which was likely to be contrary to the conditions of the Planning Application – The Clerk would investigate this.

Pot hole by The Plough – PCllr Browning reported a deep pot hole on the approach to The Plough, on the edge of the road – PCllr Worth would report this.

Website – PCllr Whitmore reported that the Parish Council minutes for the last 2 months, and the agenda for this meeting, had not been posted on the web site – The Clerk would investigate this.

Speed Restrictions – PCllr Bryans reported that notices had been put up about the proposed additional 40mph zones, that the Parish Council had raised concerns about. PCllr Worth said he had raised the concerns, but had heard nothing further, and believed this would include the gateways.

6. PLANNING
Decisions made by the Borough Council (for information only):
08/00721/FUL – Planning Permission granted for erection of garage/store – Old Mill House, Mill Lane Keysoe
08/00891/S73 – Planning Permission refused for retention of 3 non illuminated advertising hoardings – College Farm Equestrian Centre Church Rd Keysoe
07/03277/FUL – notification of appeal date 14/8/08 – Greensbury Farm, Thurleigh Rd Bolnhurst. It was agreed that a Parish Council representative would attend the appeal if requested by the applicant.

Planning Applications for Discussion:

08/00784/FUL
 – Change of use of agricultural land and erection of all weather mιnage with post and rail fence surround – Chasers Riseley Rd, Keysoe – No objections raised
PCllr Turner returned
   
08/01206/S73 – Erection of mιnage and horse walker including floodlights (development already carried out) – Wychtree Farm, Keysoe Row West. Concern was raised about the parking arrangements on site, as cars regularly parked on the highway, and in the village hall car park. It was also agreed that any floodlights should be turned off at 10pm. It was RESOLVED to have No Objections to the application, but to raise these two issues.
08/01272/FUL – Conversion & alteration of barns to residential dwelling and garage – Hope Acres London End Keysoe. The Parish Council RESOLVED to object to this application on the basis that it is essentially the same as the previous application 07/01664/FUL. It is in open countryside and therefore contravenes planning policy H26.

7. FINANCE
It was agreed to sign the following cheques:

8. BANK ACCOUNT SIGNATORIES
After discussion, it was agreed to make no changes.

9. PLAYING FIELD
Notice board – PCllr Bates agreed to arrange for the Notice Board to be produced, in line with the example provided by the BPFA, with the following references removed from the example sign – no kites, no ball games, age restrictions, supervision, location of toilets, address.   The closing time would be 9pm, and the office and telephone number at the Equestrian Centre would be used as the contact point.

It was also agreed to investigate whether the Borough Council would provide and empty a litter bin – The Clerk would investigate this.

Child Protection Policy – It was agreed to adopt the draft policy. PCllr Worth also suggested ID badges should be provided for Parish Councillors for use when entering the play area.

The equipment is due to be installed week commencing 14th July 2008 and should take approximately 4 weeks. The grass has been rolled and the cutting can now be handed over to John Maddsion. The Clerk would advise him.

The Rural Grant for the Youth Shelter had been applied for 6 weeks ago, and BCllr Clifton had advised that it will not be decided until September. He advised that the Parish Council should contact Philip Simkins at BBC to try and get it treated as urgent, so it can be installed at the same time as the other equipment. The Clerk would do this.

PCllr Whitmore would continue to be the Parish Councils Playing Field representative.

10. REPORTS FROM MEETINGS ATTENDED DURING THE MONTH
Police - PCllr Turner reported she had chased PC Rob Smith about the next community network meeting, but had heard nothing further.

Pre School – PCllrs Browning and Bryans had attended the meeting at the Pre School to discuss their rural grant application to create an outside area to which the children can have free access (which is an Ofsted requirement). Nothing further had been heard.

11. HIGHWAYS CURRENT INFORMATION
VAS – PCllr Worth reported he is meeting Latif Suddle from BCC Highways at 11.30am on 17/6/08 to agree the location of the new VAS.

Footpath request – He had also received a requested from regular walkers in Bolnhurst for a footpath on the B660 on the bend by The Rectory and The Plough, as it is a dangerous blind bend for pedestrians. He would refer this to Highways as a safety issue.

12. WEEDS ON FOOTPATHS
To consider whether to apply additional weed killer. It was decided to review this after BCC Highways have carried out the three sprays and re rolling that they have already committed to do.

13. UPDATE ON BUS SHELTER
The Clerk reported that Bespoke are now ready to start work on the shelter, and have been trying to contact Malcolm Whitmore to liaise with him over this. It was hoped that the bus shelter would be erected in the next few weeks. PCllr Worth reported that the Parish Partnership fund may not extend to providing the kerbing as requested, and he was waiting to hear further.

14. UPDATE ON RURAL HOUSING
PCllr Whitmore reported the open meeting had been a great success. The Rural Housing Trust would provide an update in August.

15. CORRESPONDENCE RECEIVED

  • BBC – notification of BT’s intention to remove pay phone on Pertenhall Rd, Keysoe due to lack of usage
  • BCC Highways – Notification of new area 2 Technician – Alastair Rundall (08453 656174)
  • BCC – Public path diversions Swineshead footpath 13 and bridleway 1, and extinguishment of Bolnhurst and Keysoe footpath 34. PCllr Turner took these to review with PCllr Landmann.
  • BCC – Copy of updated Definitive Map of North Beds. (to be filed)
  • Rural Housing Seminar – 25/7/08 Pirton Village Hall – PCllrs Bryans and Whitmore would consider attending.
