Minutes of August 2007 Extraordinary Meeting Print E-mail
The verified minutes of the extraordinary meeting of Bolnhurst & Keysoe Parish Council held in Keysoe Village Hall on Monday 6th August, 2007 were;

1. MEMBERS PRESENT
Cllr. Mrs Whitmore (Chairman), Cllr. Bates, Cllr. Mrs Browning, Cllr. Bryans, Cllr. Dix, Cllr. Mrs Landmann and Cllr. Worth.  Eight members of the public and the Clerk Mrs Maddison were also in attendance.

2. APOLOGIES FOR ABSENCE FROM MEETING
None

3. DECLARATIONS OF MEMBERS PERSONAL OR PREJUDICIAL INTERESTS IN THE BUSINESS TO BE TRANSACTED HEREUNDER
None

3a. OPEN FORUM FOR MEMBERS AND THE PUBLIC TO SPEAK
  • Cllr. Mrs Landmann informed the Chairman that an invitation is on its way  to the open day of the green burial site in Church Road on 24th August.
  • Mr Nicholls from the floor said that  he was  hopeful that the Parish Council could find  no fault in  his planning  application no. 07/01664/FUL. Mrs Benfield from the floor reported that the owners of ‘London  End’ had forwarded their comments onto the Borough Planners.
  • Mr Moles from the floor  reported that he had strong objections to planning application no. 07/01973/FUL as this proposal was far too  close to his property known  as Laburnham Cottage which  is in front of the proposed application. He felt that just because the site had been neglected for  a number of years and did agree that it had to be  tidied up, building  a  residential  house on a non residential site was not the answer. He also stated that  he had canvassed other people and had received 23 signatures of objection.

4. PLANNING
Applications for discussion:
07/01664/FUL - Erection of dwelling and conversion of barn to garage at Hope Acres, London End, Keysoe Row East, Keysoe, MK44 2JD – Cllr. Bryans, Cllr. Mrs Landmann and Cllr. Worth had all visited the site and all felt that the proposed development was not suitable as it is in open countryside and there are only two buildings on the site and therefore, it would be a new development rather than a conversion.  With all in favour it was resolved not to support the application.
07/01956/FUL - Proposed first floor extension to garage to create a games room at Brooke House, Kimbolton Road, Bolnhurst, Beds, MK44 2EX – Cllrs. Bates and Dix visited the site and reported that it is the same specification as a lot of other garage extension proposals that have been granted over the past few months and could see no reason why this one shouldn’t be granted either.  With all in favour, it was resolved to support the application.
07/01973/FUL - Demolition of existing building and erection of detached chalet bungalow at The Mission Hall, Kimbolton Road, Bolnhurst, Beds, MK44 2EL – Cllr. Bates and Dix visited the site and felt that this proposal was much larger than the existing mission hut and that it is far too close to Laburnham Cottage.  It was agreed with all the Councillors that the area does need tidying up as it is in a poor state of repair but some felt that a replacement residential dwelling was not the answer.  With 4 against the application it was resolved not to support the application.

5. RECOMMENDATION OF APPOINTMENT OF NEW CLERK
The Chairman reported that there had been 21 applicants and she, Cllr. Bryans and Cllr. Bates formed a Quorum and went through the applications.  Three were then interviewed and she would like to recommend the appointment of Mrs Gill Wiggs from Bedford as she is Qualified and Clerks for a further 3 parishes as well.  She already has a good working office set up with a PC, separate telephone line, photocopier and scanner.  Cllr. Bryans proposed that the Parish Council employed her.  This was seconded by Cllr. Worth and with all in favour was agreed.  The Clerk will write to her and ask her to start on Monday 20th August 2007.

6. LETTER FROM THE VILLAGE HALL COMMITTEE REGARDING THE LOCK ON THE GATE NEAR THE SHEDS AND THE PROTRUDING OVRFLOW PIPES
The Clerk read out a letter from the Village Hall Committee which stated that they are intending to carry out extensive work around the shed areas and that after this had been completed, the lock on the gate would be looked at then.  It also stated that one of the overflow pipes had been cut off flush with the wall which they do not appreciate.  It was agreed that the Clerk would write and acknowledge the letter and state that it is understood that the gate is nailed shut at present which will suffice as a temporary measure.  The letter should also state that the Parish Council does not have any knowledge of the overflow pipe being cut off.  

7. PROPOSALS FOR THE INSPECTIONS, UPPKEEP AND MAINTENANCE RECORDS OF THE PLAYING FIELD
  • Duty of Care – Occupiers liability act/Care to the public - Health and safety at work act/ duty of care to staff.  – Cllr. Worth reported that the Parish Council have a duty of care to persons using the playing field.    As long as the Parish Council is seen to have carried out regular inspections it cannot be found negligent.
  • Risks, Hazards, what are the differences – Cllr. Worth reported that all playgrounds suffer from risks however, anything proposing a hazard has to be removed from the site.  
  • Accident and Inspection Log books - where are they kept, who is responsible for them – It was reported that Mrs Leslie Bowes (Playing field Committee) makes a weekly inspection of the field and also keeps the inspection log book.  Cllr. Bates will keep the accident book as accidents will be reported to him.  
  • Inspections – Weekly general, Monthly, Quarterly equipment operation. Must be logged, performed by whom and when? WHO acts on problems reported – This is carried out by Mrs Lesley Bowes on a weekly basis.
  • Risk assessment – Must be carried out, by whom, do we need a standard form – Cllrs. Mrs Whitmore, Cllr. Dix and Cllr. Worth will carry out a risk assessment and Cllr. Worth will source the appropriate paperwork.
  • Reportable events – we need a procedure that allows accidents to be reported, to whom, how? – Accidents will be reported to Cllr. Bates and his number will be displayed on a sign near the playing field.  He will then report back to the Parish Council.
  • Identification Badges – Are they necessary, to whom should they be issued? How do we get them and what info should be on them? – Cllr. Worth reported that Identity badges should be worn by any persons working in or assessing the playing field on behalf of the Parish Council.  Cllrs. Bates, Dix and Cllr Mrs Browning were against the ID badges and refused to wear one.  It was resolved that badges would be made available for those wishing to wear them.
  • Litter – bins and removal? Environmental Act applies – It was resolved not to have litter bins although a sign would be erected to ask people to use the bins outside of the village hall.
  • Dogs – More signs are required. How do we enforce ban, we must have powers through Borough? Environmental act must apply – It was resolved to purchase two further NO Dogs signs to be placed on the fence to the entrance of the playing field and one on the village hall wall.  The Clerk will write to ask permission from the Village Hall Committee.
  • Notices - For the playing field, Dogs, No smoking? What types? Phone numbers/ contact persons. – It was resolved to have a sign made to be placed on the village hall wall to state the rules of the playing field and contact numbers.
  • Insurance – Who is responsible for what? Particularly when the Hall is hired out! – It was resolved that the County Council insure persons using the playing field however, if when people are using it for a function then they should be made aware that they need their own insurance, ie. fete, village show or private functions erecting marquees.
  • Spraying Weeds – we need someone with COSHH certification – Cllr. Worth reported that any person employed by the Parish Council to spray off weeds etc. has to hold a COSHH Certificate.
  • Grass cutting – Is the playing field closed during this operation, do we need a notice saying so – It was resolved that the playing field should be closed when grass cutting is taking place.  
  • The Gate – Is the larger gate to be kept locked? – After examining the gate it was resolved not to lock the large gate as this seemed very difficult with the type of gate that has been installed.

8. CLOSE OF BUSINESS
There being no other business, the Chairman closed the meeting at 21:11 hours.
