Minutes of September 2006 Meeting Print E-mail
The verified minutes of the meeting held in Keysoe Village Hall on Monday 25th September, 2006 were:

1. MEMBERS PRESENT
Cllr. Mrs Whitmore (Chairman), Cllr. Mrs Browning, Cllr. Bryans, Cllr. Bates, Cllr. Dix, Cllr. Mrs Landmann and Cllr. Worth.  Eleven Members of the public, Mr Alan Woodward and the Clerk Mrs Maddison were in attendance.

2. APOLOGIES FOR ABSENCE FROM MEETING
Bor. Cllr. Ian Clifton and Co. Cllr. Tom Wootton.

3. DECLARATIONS OF MEMBERS PERSONAL OR PREJUDICIAL INTERESTS IN THE BUSINESS TO BE TRANSACTED HEREUNDER
Cllr. Bates declared a personal and prejudicial interest in agenda item No. 15

4. TO VERIFY THE MINUTES OF THE MEETING HELD ON MONDAY 21st AUGUST 2006 AND PLANNING MEETING OF 7th SEPTEMBER 2006
These were both signed as true records.

5. MATTERS ARISING FROM THE MEETING OF 21ST AUGUST
Footpath near Kymbrook Lower School: Cllr. Worth had met on site with Mrs Helen Dow from Amey and she reported that in her opinion, the path was not in a bad enough state of repair for resurfacing works.  Also regarding weed growth on the footpaths and that of the path along the main B660 in Keysoe, it appeared that most of the weeds were growing from the outside edge of the path and trailing across the path itself.  She reported that it would cost a lot of money to spray the path and at present, she has no intention of doing so.

6. OPEN FORUM FOR MEMBERS AND THE PUBLIC TO SPEAK
- Cllr. Mrs Landmann asked if Cllr. Worth could chase the cycle path signs again.  She also asked Cllr. Worth if the hedges could be cut back to make the 30mph sign visible along Hatch Lane.  She also reported that the planning application for the new nursery building at Kymbrook School has been withdrawn by the applicants.  She is very keen that the Parish Council supports this again when it is resubmitted.
- Cllr. Bryans reported that he had spoken to the Police regarding a complaint of drivers using their mobile phones when driving and they are looking into it.  Cllr. Bryans also reported that the Bedford Dart Bus funding is coming to an end and before it does so, the Borough council will be consulting with the Parish Council.  Cllr. Bryans will write an article for the village voice and the web sites asking for the parishioners views on the service of how it works and indeed how it can be improved etc.
- Cllr. Bates informed the Parish Council that he has been reading through the Bedford Borough Planning Policies and Bolnhurst and Keysoe are marked as open Countryside and not marked out formally as a parish.  It was agreed to discuss the possibility of drawing up a parish plan at the next meeting.  The Clerk will write to the Borough Council and ask when they will be discussing the parish boundaries as this should have already taken place.   Cllr. Worth reported that he had received a complaint of dog fouling down Mill Lane at Keysoe.  It was agreed to put the possibility of providing a Dog Waste Bin on the next agenda.  Cllr. Worth had also received a complaint regarding the Children waiting for the school bus at the end of Church Road in Keysoe.  They are damaging the hedge and also playing football in the road.  Cllr. Worth has been advised that this is a designated bus stop as it enables the bus to pull off of the main road and stop safely rather than on the brow of the hill.
- Cllr. Mrs Whitmore reported that the opening of the playing field went extremely well and thanked everyone for their help.  She also had received two complaints, firstly the hedge is overgrown onto the footpath outside of Yeoman’s Farm at Keysoe Row East, Cllr. Mrs Browning offered to ask the occupants to cut this back, also Cllr. Mrs Whitmore asked Cllr. Worth to ask the residents at Wych Tree Farm, Keysoe Row West to clear their ditch out before autumn/winter.
- Mrs Fardell from the floor informed the parish council that she would like to include the erection of a conservatory when she carries out her other building works to Janet’s Place, Kimbolton Road, this addition could not be seen from the road and therefore, hoped that the Parish Council would support her application No. 06/02280/FUL.
- Mrs Elsegood from the floor reported that the noise from Palmer Autodrome is getting progressively worse.  She has spoken with the Borough Environmental Health Dept. and lodged a complaint and they have given her a diary to complete. She asked if the Parish Council could do something about this.  She also reported that she saw in the local press an article advertising a car boot sale at the Equestrian Centre.  She understands from the Borough Council that they can hold upto 14 a year but is concerned that this will bring yet more traffic along the road.
- Some residents from Bolnhurst asked the Parish Council if they could provide a bus shelter near the junction of St. Neots Road.
- Mr Burge from the floor reported that the size of the bus used for the Dart service is rather large and has often only one or two people on it.  The Borough could save money by using a mini bus instead.
- Mrs Ann Banks from Keysoe Row West reported that the planning application for White Cottage has been revised and they have turned the layout of the games room 90 degrees however, she is still very concerned about this proposal.  She also reported that this application had never been advertised outside of the property like all other planning applications.
- Cllr. Mrs Whitmore read out a letter from Mr Clark from White Cottage stating that he was unable to attend tonight’s meeting and giving reasons why he has revised the planning application.  
            
7. PLANNING
For information oly:
06/01789/FUL – Two storey extension to side of dwelling.  Erection of detached single garage to rear at 1 Wybridge, Keysoe – Permission granted.
For discussion:
06/02098/FUL – Single storey side extension and canopy over living room window to front.  Alterations to roof to form new bedroom in attic.  Replace existing garage and games room with new garage and games room including storage room over in new location to front of property (revised size and siting of garage) to White Cottage, Keysoe Row West MK44 2JJ – No new plans were attached to the letter informing the Parish Council of the application and although the Clerk did query this, none have been forthcoming.  It was therefore agreed unanimously that the Clerk would write to the planning dept. and ask for the response date to be put back and to provide the parish council with the amended plans for discussion.
06/02280/FUL – Proposed conservatory to rear elevation at Janet’s Place, Kimbolton Road, Keysoe, MK44 2HH – With all in favour, it was resolved to support this application

8. FINANCE
Cllr. Worth proposed that the following accounts be paid.  This was seconded by Cllr. Bates and agreed unanimously.

Mrs J Maddison – Clerks Account £ 462.91
The second half of the precept has been received of £3,500.00  

9. POSSIBILITY OF PROVIDING A BUS SHELTER AT BOLNHURST
Cllr. Mrs Browning had sourced information on plastic designed bus shelters, but found no wooden ones to purchase.  As the three shelters in Keysoe had been made locally from timber, she had obtained a guide price for building and siting a shelter of approximately £1500.00.  As there are sufficient funds in the account, she proposed that the Clerk contact the County Highways dept. to ask what the next step is, ie. planning permission etc. Cllr. Dix seconded this.  With all in favour this was agreed. 

10. POSSIBILITY OF PROVIDING VEHICLE ACTIVATED SIGNS
The Clerk had been unable to find out the running costs of a VAS and therefore it was agreed that this would be carried forward on the next agenda when hopefully, more information is available.

11. TOWN AND PARISH COUNCIL HIGHWAY MAINTENANCE PARTNERSHIP SCHEME 2007/8
Following in-depth discussions, it was agreed to carry this forward on to the next agenda when it can be discussed about the possibility of using this money towards a VAS.  Cllr. Worth reported that he had met with Mrs Helen Dow from Amey regarding the resurfacing of the footpath in Bolnhurst (2006/7 scheme) and they will carry out more works that we have allocated funds for as they will resurface the whole path as they do not like to leave small areas of work unfinished.

12. ANGLIAN WATER REINFORCEMENT MAIN (ROADWORKS)
Cllr. Worth reported that the roadworks on the B660 in Bolnhurst are Anglian Water replacing the reinforcement main from Wilden to the Water Tower at Ravensden.  It is hoped that this will allow for a more consistent level of pressure.

13. POSSIBILITY OF PROVIDING MORE SHRUBS/HEDGING AROUND THE PLAYING FIELD PERIMETER
Cllr. Mrs Landmann reported that the shrubs are very poor and are in need of weeding/strimming around.  She suggested that bigger more solid shrubs should be used.  The tree warden has been asked to supply hedging plants for the back of the playing field.  It was agreed that the Clerk would ask the handyman if he can strim around the shrubs and weed them.  Cllr. Bates proposed that the Clerk obtains three further quotes for the planting of more shrubs.  This was seconded by Cllr. Worth and agreed unanimously.  The playing field committee will inform the Clerk of what shrubs etc. are required.

14. NOISE FROM PALMER AUTOSPORTS AT THURLEIGH
Cllr. Mrs Whitmore had received some complaints regarding noise from Palmer Autosports.  Cllr. Mrs Landmann reported that when planning permission was granted, there was a definite agreement that they would have noise sensors in place to monitor this.  After discussions, it was agreed that the Clerk would write to the Environmental Health Dept.  and ask for a meeting to discuss the noise levels from the site.  A copy of the letter should also be forwarded to Mr Palmer.

15. CAR BOOT SALES HELD AT THE EQUESTRIAN CENTRE
Cllr. Bates reported that he had a show cancel and therefore used the date to hold an equine car boot sale.  He reported that he had approx. 20 pitches and felt that the traffic would have been less than that of a show.  He will be having some more equine related car boot sales over the autumn/winter period.

16. CORRESPONDENCE RECEIVED
- BPFA (Beds Playing Fields Assoc) – AGM is on Tuesday 17th October – Agenda Received. – No-one available to attend. Clerk to file.
- Bedfordshire Police – Internal Reorganisation consultation Evening to be held on 12th October  - Cllr. Bryans is unable to attend however, he will write to them and ask for any notes etc. from the meeting.
- Bedfordshire County Council – Date for the North Beds Town and Parish Council Reception is on the evening of Friday 3rd November – programmes and RSVPs to follow – Cllr. Mrs Whitmore may attend.

17. CLOSE OF BUSINESS
There being no other business, the Chairman closed the meeting at 21:13 hours
