Minutes of August 2006 Meeting Print E-mail
The verified minutes of the meeting held in Keysoe Village Hall on Monday 21st August, 2006 were:

1. MEMBERS PRESENT
Cllr. Mrs Whitmore (Chairman), Cllr. Mrs Browning, Cllr. Bryans, Cllr. Dix, Cllr. Mrs Landmann, Cllr. Worth and seven members of public.  Borough Cllr. Ian Clifton and the Clerk Mrs Maddison were in attendance.

2. APOLOGIES FOR ABSENCE FROM MEETING

3. DECLARATIONS OF MEMBERS PERSONAL OR PREJUDICIAL INTERESTS IN THE BUSINESS TO BE TRANSACTED HEREUNDER
None

4. TO VERIFY THE MINUTES OF THE MEETING HELD ON MONDAY 17th JULY 2006 AND PLANNING MEETING OF 31st JULY 2006
These were both signed as a true record.

5. OPEN FORUM FOR MEMBERS AND THE PUBLIC TO SPEAK
Mr Burge from the floor asked the Parish Council to look into providing Vehicle Activated signs again - This will be on the next agenda.  Also Mr Burge reported that he had seen several drivers in the parish using mobile phones whilst driving - Cllr. Bryans will inform the police of this.  Mr Burge also informed the Parish Council that he had been in contact with the Bedford Planning Dept. regarding racing of go karts at Palmers in Thurleigh which contravenes the planning permission.  The environment officers are also monitoring the noise again.

6. PLANNING
For information only:
06/01073/LDE – Use of land for siting of a mobile home unit for holiday accommodation at Ashfield Farm, Keysoe Row West, Keysoe – Certificate issued.
For discussions:
Various appeals have been made by Mr Simon Bates at the College Equestrian Centre – Conversion of existing barns to form six dwellings, Conversion of existing barns to form six dwellings and removal of lean to building, Conversion of existing barns to form six holiday let dwellings- total of 8 applications – response date is 29.08.06 – It was resolved that the Parish Council would write in favour of the developments in these appeals as they had supported all the planning applications when they were discussed.
06/02059/FUL – Outbuilding at rear of property (development already carried out) to Ceildh Cottage, Keysoe Row West, Keysoe, MK44 2JJ: It was resolved to support this application.
06/01931/FUL – Erection of detached garage at Rosemary Cottage, Keysoe Row West, Keysoe, MK44 2JJ: It was resolved to support this application.
06/01979/COU – Change of use of land to residential garden and erection of double garage to Southfields Lodge, Kimbolton Road, Bolnhurst, Beds, MK44 2EY: It was resolved to support this application.

7. FINANCE
Cllr. Bryans proposed that the following accounts be paid.  This was seconded by Cllr. Mrs Browning and agreed unanimously:

Alan Summerfield (Grass cutting)£799.00
George Beverly – works to bus shelter, bench and placing of signs£166.66
Mr John Worth – Ordnance Survey Maps and signs and materials for playing field£ 93.04
Mrs J Maddison – Clerks Account£414.03

Grant money from RSWT has been received of £2,383.50 and cheque raised in the month for Kymbrook Playgroup (Rural Grant) of £883.75

8. POSSIBILITY OF PROVIDING A BUS SHELTER AT BOLNHURST
Cllr. Mrs Browning had inspected the site near the junction of St. Neots Road and she feels there is sufficient room to place a bus shelter there.  Mr Daniel Hartop (the land owner) has agreed for the Parish Council to pipe some of the ditch to lay a hard standing for the shelter if it is the wish of the Parish Council.  Cllr. Mrs Browning can see no reason why a shelter should not be put in place.  Cllr. Worth reported that he had written to the highways dept. already and asked for a cost of erecting a bus shelter.  It was resolved to place this on the agenda next month when hopefully there will be a reply from the highways Dept.
 
9. PLAYING FIELD
Cllr. Worth reported that according to the insurance policy, the playing field should be inspected at least weekly and the findings recorded in a book.  Also an accident book should be kept and any accidents should be reported to the insurance company.    Cllrs. Mrs Landmann and Mrs Browning reported that Mrs Lesley Bowes (playing field committee member) is currently inspecting the site weekly and Cllr. Mrs Browning will ask her to record this.  Cllr. Worth also reported that bins should be provided, however, in view of the village hall having 3 wheelie bins outside of the village hall it was agreed that this should be sufficient.  Cllr. Mrs Landmann and Cllr. Worth reported that they had both been asked by members of the parish if there could be play equipment for the children at some stage.  It was agreed to discuss the possibility of planting more shrubs and hedging at the next meeting.

10. PLANNING MEETINGS
Cllr. Mrs Whitmore had been asked why the planning meetings are not reported in the village voice.  Obviously this is because Alan Woodward does not attend the planning meetings however, it was agreed that the Clerk would send the verified minutes to the two village websites for inclusion and also Alan Woodward would be given a copy of the verified minutes also. 

11. POLICING, REPSONSE TIMES
Cllr. Bryans had been to the police station at Riseley and was informed that Bolnhurst and Keysoe is a low crime area and therefore with the manpower based at Riseley, they tend to cover other areas more which have a higher crime rate.  However, Riseley police station did feel that not enough people actually reported either small crimes or suspicious behaviour.  They urge everyone to report either of the above by telephone or by email.  Email reports are dealt with/replied to within 24 hours.  Cllr. Bryans has had meetings with Mrs Jenny Johnson (neighbourhood Watch co-ordinator) who has agreed to email out any information received from the police station to any members of the parish that wish to be included.  Also if any suspicious behaviour or crimes reported to the police by email, if they could be sent to Mrs Johnson as well she will inform everyone on her list.

12. RURAL HOUSING
Cllrs. Mrs Whitmore and Mrs Browning had met with Mrs Jean Fox from the Rural Housing Trust and had driven around the parish and Mrs Fox has picked some possible sites for the rural housing.  She will speak with the planners at Bedford Borough Council to find the best/most suitable sites and then report back to the parish to ask the relevant landowners.

13. SEPTEMBER MEETING
The Clerk is unable to attend the September meeting and it was agreed unanimously to change the date to Monday 25th September.  The Clerk will advertise this on the notice boards.

14. TOWN AND PARISH COUNCIL HIGHWAY MAINTENANCE PARTNERSHIP SCHEME 2007/8
The parish has been allocated £4000.00 to be spent on the highways – deadline for applications is 22nd December 2006: It was resolved that the Clerk would try to establish the  running costs of a vehicle Activated sign and then this would be discussed at the next agenda.

15. STATE OF REPAIR OF FOOTPATH ALONG B660 AT KEYSOE
Cllr. Bryans reported that there are weeds etc. along this path and Cllr. Worth will inform the Highways Dept. of this again.

16. CORRESPONDENCE RECEIVED
- BRCC – There is a new funding stream ‘Parish Action Plans and Town Plans Grant’ to help cover the costs of preparing a parish plan- a workshop is on Tuesday 4th September 7.30 at Cardington – RSVP 30.08.06 – Cllr Worth will try to attend.
- Bedford and Kempston Conservative Association – Cllr. Mrs Nicky Attenborough is standing as a Mayoral Candidate for next year and would like to come and talk to the Parish Council – The Clerk will ask her to come to the March meeting as a guest speaker.
- Bedford Borough Council – Licensing Act 2003 – Mid term review Statement received – comments welcomed by 26.10.06 – Clerk to file.
- Bedford Borough Council – Pride in Bedford Community Clean ups – Does the Parish want to arrange a Community Clean Up? – Not at present
- Bedford County Council – Temporary road closure – Keysoe Row West from 14th August for 2 to 3 days -  Clerk to file.
- Bedford County Council – East of England Plan (draft) – Public consultation on single issue review of provision of gypsy and traveller caravan sites, Draft project plan and statement of public participation received. Consultation document can be obtained on the web – Passed to Cllr. Mrs Browning
- Encams (Environmental Campaigns) – Local environmental quality – a town and parish council guide received. Clerk to file
- St. Dunstans Church – A Letter of thanks has been received for the donation of £150.00 towards the upkeep of the burial ground. Clerk to file
- Bedford Borough Council – Scrutiny and Policy Review and Development Committees’ work programme received. Clerk to file.

17. CLOSE OF BUSINESS
There being no other business, the Chairman closed the meeting at 20:45 hours
