Minutes of November 2006 Meeting Print E-mail
The verified minutes of the meeting held in Keysoe Village Hall on Monday 20th November 2006 were:

1. MEMBERS PRESENT

Cllr. Mrs Whitmore (Chairman), Cllr. Bates, Cllr. Mrs Browning, Cllr. Bryans, Cllr. Dix, Cllr. Worth, and seven members of the public.  The Clerk Mrs Maddison and Co. Cllr. Tom Wootton were in attendance.

2. APOLOGIES FOR ABSENCE FROM MEETING
Cllr. Mrs Landmann

3. DECLARATIONS OF MEMBERS PERSONAL OR PREJUDICIAL INTERESTS IN THE BUSINESS TO BE TRANSACTED HEREUNDER
None

4. TO VERIFY THE MINUTES OF THE MEETING HELD ON MONDAY 16th OCTOBER 2006 AND PLANNING MEETING OF 6th NOVEMBER 2006
These were both signed as a true record.

5. MATTERS ARISING FROM PREVIOUS MEETING
- Proposed new Bus Shelter at Bolnhurst – The Clerk chased up the County Council on 13.11.06 and it is in hand however, they are very behind in all of their jobs. As of yet no site visit has been made.  A Job Reference has been allocated to this which is 107
- Cllr. Bryans confirmed that PC Rob Smith had no objections to having a vehicle activated sign along the B660 near the school.

6. OPEN FORUM FOR MEMBERS AND THE PUBLIC TO SPEAK
 Mr Alan Woodward from the floor reported that he was most impressed with the interpretive panel at the entrance to Hangman’s Lane and asked if the County Council could site one at the entrance of Donkey Lane.  The Clerk will ask.   Mr Burge from the floor thanked the Parish Council for deciding to erect a Vehicle Activated Sign in the Village.

7. FINANCE
Cllr. Worth proposed that the following accounts be paid.  This was seconded by Cllr. Bates and agreed unanimously.

8. PLANNING
For information only:
06/02098/FUL – Single storey side extension and canopy over living room window to front.  Alterations to roof to form new bedroom in attic.  Replace existing garage and games room with new garage and games room including storage room over in new location to front of property.  (Revised size and siting of garage) to White Cottage, Keysoe Row West- Permission granted.
06/02320/FUL – Raise walls of dwelling to full 2 storey eaves height creating additional living space and new roof at Kirby Krook, Kimbolton Road, Keysoe – Permission granted. The parish council were not consulted with on this application; however, the Borough Council did send the application in the post.  The Clerk will check to see if the neighbours were consulted with.
06/01586/TPO – Felling of sycamore, Elm and Elder Trees at The New Vicarage, Church Road, Keysoe – An appeal has been made and any comments should be returned by 24.11.06 – It was agreed that the Clerk would send the original letter to reiterate their support in the felling of these trees.
For discussion: 
06/02918/FUL – Alterations and extension to north circuit track and construction of 3 to 5m high acoustic bund and associated landscaping along part of the eastern and northern boundary at Bedford Autodrome, Thurleigh Airfield Business Park, Thurleigh, Beds, MK44 2YP – With a unanimous decision, it was resolved to support this application, but a 5m high bund would be preferred.

9. CERTIFICATION OF A QUALITY PARISH COUNCIL
The Chairman reported that The Parish Council had been certified as a Quality Parish Council.   She then thanked the Clerk on behalf of the Parish Council for all her hard work towards this.   A photograph will be taken for the website.

10. REPORT FROM MEETING WITH BARRY WILLIAMS FROM ENVIRONMENTAL HEALTH DEPT. REGARDING NOISE FROM PALMER AUTODROME AT THURLEIGH (attended by Cllrs. Worth and Bryans)
The Borough Council had received 10 complaints during 2006 from Bolnhurst & Keysoe residents – 6 of which were in the last month.  The most recent tests indicated that there was a significant noise level above the 65dBs allowed.  Mr Williams had met with Mr Palmer to discuss the noise and ways to tackle the problem.  Subsequently, Mr Palmer has submitted a planning application to erect an acoustic bund.  If the noise nuisance persisted after the erection of the proposed bund, Mr Williams would take action.  Any complaints can be made to him at the Town Hall or by email.

11. REPORT FROM MEETING WITH DR. PALMER
Cllr. Mrs Whitmore reported that she and Cllr. Worth had attended a meeting with Dr. Palmer who seemed very sympathetic to the noise nuisance.  He is at present drawing up plans to straighten out a piece of track nearest to Keysoe, in order to reduce the tyre screeching noise.

12. PROGRESS/UPDATE ON AFFORDABLE HOUSING
Cllr. Mrs Whitmore reported that Mrs Jean Fox from the Rural Housing Trust had now left the company.  However, she had spoken to Mrs Ann Bishop from the Rural Housing Trust and she reported that a plan of the proposed sites around the parish had been sent to the Bedford Planning Dept. on the 4th October.  Mrs Bishop had spoken to Mr John Copeland (Housing Officer) who informed her that it is in the bottom of his pile and he would get around to it sometime.  – It was agreed unanimously that the Clerk would write to Bor. Cllr. Ian Clifton, cc to John Copeland and David Bailey as the Parish Council did not want to have to carry out yet another housing survey if this one was considered too old again by the time it went to the planning stage.

13. POSSIBILITY OF SETTING UP A COMMITTEE TO MONITOR PALMER AUTODROME AT THURLEIGH
It was resolved not to set up a committee at present but it could be considered in the future if the problems persist.

14. COMPLAINTS REGARDING WHITE STONES ON THE VERGES
Cllr. Worth reported that several residents in the parish had received letters from the Highways Dept. asking them to remove stones.  The Highways Dept. do not want to put white posts all around the parish; however, they will supply some if the residents request them.

15. POLICING IN BOLNHURST AND KEYSOE
 Cllr. Bryans reported that he had been in liaison with PC. Rob Smith and the Neighbourhood Watch Co-ordinator Mrs Jenny Jones.  There are two patrol officers that cover all the parishes in North Beds Rural (36 parishes).  PC. Rob Smith covers 15 parishes which include Bolnhurst and Keysoe.  The Parishes which he covers has a population of over 10500.  In the Past 12 months 34 offences have been reported in this Parish.  Cllr. Bryans reported that he felt that the 15 parishes should get together as this isn’t good enough.  The Superintendent will be at the next North East Beds Community Liaison Forum and Cllr. Bryans will attend and ask if the other parishes support him.  It was agreed unanimously that he should do this.

16. HIGHWAYS REPORT
 Cllr. Worth reported that various works in School Lane, Bolnhurst are in hand, patching in Church Road, Keysoe should be carried out in December.  The missing road name signs for Church Road have been passed onto the Borough Council to replace.  A name of a contractor had been passed onto the residents of Wych Tree Farm in order for them to clear their ditch.

17. REPORT FROM MEETING AT TOWN AND PARISH COUNCIL RECEPTION
 This was attended by Cllr. Mrs Whitmore and Cllr. Worth.  Cllr. Mrs Whitmore reported that this was an interesting meeting, however, was sad to learn that the North East Beds Community Liaison Forum will be abandoned next March.   A quantity of used laptops were available for any voluntary groups if they needed one.  Cllr. Mrs Whitmore has the application forms.

18. REPORT FROM OPEN PARISH PLAN MEETING
Cllr. Mrs Whitmore reported that Jemma McDonald had enough volunteers to establish a steering group to set up a parish plan.  Cllrs. Bates and Mrs Browning volunteered to be on the steering group representing the Parish Council.

19. COMPLAINTS OF SEWAGE SMELL IN KEYSOE AND BOLNHURST
 Cllr. Mrs  Whitmore reported that she had received some complaints from residents in Bolnhurst and Keysoe regarding sewage smells from the pumping stations.  It was agreed unanimously that the Clerk would write to Anglian Water and the Environmental Health Dept.

20. POSSIBILITY OF FUNDING A SUMMER PLAYSCHEME
A letter had been received from the Borough Council to seek funding towards a playscheme within the parish during the School summer holidays.  Following in depth discussions, it was resolved not to fund a play scheme and see if the Parish Plan produced any evidence of needing one.

21.  CORRESPONDENCE RECEIVED
- Beds County Council – Guidance to producing a local rights of way improvement plan received. – Pass onto Cllr. Mrs Landmann
- Beds County Council – The Bedford Household waste recycling centre is due to reopen on Monday 11th December 2006
- Beds Borough Council – A copy of the Local Development Scheme has been received following a letter regarding the update on the local plan – passed to Cllr. Bryans
- Beds Borough Council – An invitation to attend a traditional service of lessons and carols at St. Paul’s Church Bedford on Sunday 17th December has been received – rsvp 4.12.06 – No one available
- Beds County Council - The Bedfordshire and Luton Minerals and Waste Development Framework Statement of Community Involvement (Bedfordshire) was adopted on 12th October 2006
- Beds Borough Council – Bedford Development Framework Development Plan Document has been received – Any comments by 11.12.06
- Beds Borough Council – A questionnaire has been received regarding the Planning Division – to be returned by 27.11.06 – Passed to Cllr. Worth.
- Biffaward Annual Report 2005-6 has been received.
- Beds County Council – Proposed temporary road closure – Low Farm Culvert, C5 Wilden Road, Colmworth  for 2 weeks from Monday 20th November between 9.00 at 15.15 hours
- A letter from Alan Woodward has been received.  He has planted a further 75 shrubs around the playing field.

22. CLOSE OF BUSINESS
There being no other business, the Chairman closed the meeting at 20:40 hours.
