Minutes of June 2006 Meeting Print E-mail
1. MEMBERS PRESENT
Cllr. Mrs Whitmore (Chairman), Cllr. Bates, Cllr. Mrs Browning, Cllr. Dix, Cllr. Worth and one member of the public.  The Clerk, Mrs Maddison was in attendance.

2. APOLOGIES FOR ABSENCE FROM MEETING
Cllr. Bryans, Cllr. Mrs Landmann and County Cllr. Tom Wootton.

3. DECLARATIONS OF MEMBERS PERSONAL OR PREJUDICIAL INTERESTS IN THE BUSINESS TO BE TRANSACTED HEREUNDER
None

4. TO VERIFY THE MINUTES OF THE ANNUAL MEETING HELD ON MONDAY 15th MAY 2006 AND PLANNING MEETING OF 24th MAY 2006
These were both signed as a true record.

5. OPEN FORUM FOR MEMBERS AND THE PUBLIC TO SPEAK
Cllr. Worth reported that there are no planning restrictions to regulate traffic using Church Road to and from the Equestrian Centre.  However, the County Council highways dept. will widen the road by 1m opposite the entrance to the Equestrian Centre.  There are no plans to resurface Church Road however, where there is evidence of over ride, they will provide an edge to the road.    There are funds of £3000 to fund minor improvements to the signs/footpaths etc. around Kymbrook School.  The Highways Dept. has agreed to plant low ground shrubs between the boundary of Glebe Cottage and the new footpath.     Mrs Heming from the floor asked if the parish council had an opinion of groups/committees placing advertising posters on telegraph poles around the parish.  It was agreed that this did not pose any problems but the use bigger signs could.  It was felt that this would be up to BT to oppose this.  Mrs Maddison informed the Parish Council that whilst the bulky waste collection took place over the weekend, a large amount of glass was left in the Village Hall car park.  The Borough Council are sending out a team to remove this.

6. PLANNING
For information only
06/00938/LBC and 06/00937/FUL - Conversion of barn to form office accommodation at Wychtree Farm, Keysoe Row West - Permission granted.

7. FINANCE
Cllr. Worth proposed that the following accounts be paid.  This was seconded by Cllr. Mrs Browning and agreed unanimously.

Graham Hayes - Internal Audit £    45.00
Alan Summerfield - Grass Cutting £  587.50
Mrs J Maddison - Clerks Account£  431.01

The grass cutting contribution from the County Council has been received at £2,860.95
VAT Repayment has been received at £899.48

8. INTERNAL AUDIT
The Clerk informed the Parish Council that the internal audit had been carried out satisfactorily.  The Parish Council approved/agreed the audit form and the Chairman duly completed and signed it.

9. PLAYING FIELD - TO DISCUSS OPENING SUGGESTIONS AND GRASS CUTTING
The Chairman reported that a proposed family picnic day had been suggested to her for the opening ceremony.  Cllr. Worth suggested that the opening of the field be carried out during the Village Show in September.  Following considerable discussions it was agreed to ask the Village Show committee if they would support this idea.  It was also agreed unanimously that Mrs Gear be asked to open the field.    A notice should be made displaying the rules of the Playing field. I.e. No Dogs, No playing after 9.30pm and a disclaimer notice.  Cllr. Mrs Browning reported that whilst the shrubs were in good condition and were all growing, she didn't feel there were enough.  It was agreed that the Parish Council would look again at this in the autumn when it is appropriate to plant further shrubs.  Cllr. Mrs Browning had spoken to Alan Summerfield regarding the cutting of the playing field and he is aware that there is a problem with cutting it with his current machinery.  He will cut again this week and the Parish Council will look into this after then.

10. REPORT ON THE NORTH EAST BEDS COMMUNITY LIAISON FORUM
 Cllr Mrs Browning reported that the County Council is questioning whether to keep the Forum due to lack of resources as they do  not cover the entire county, however all the Parish Councils that attended reported that they found them really useful and informative.  It has been agreed to continue with it for a further 12 months.  The Parish Council agreed unanimously that the Clerk should write in favour of the Forum.  David Robinson from the highways Dept. was in attendance and said that he could be contacted at anytime.  Renhold and Upper Dean made complaints of vehicles being directed through their villages with Sat Nav.  Bob Durbin from the Ambulance Service was also in attendance.  He reported that they are still talking to the Planning Dept. to produce maps of houses in the villages.  In July the Ambulance Service will be amalgamated with Beds, Herts and all of East Anglia.  

11. CORRESPONDENCE RECEIVED
  • Bedfordshire County Council - Temporary road closure for patching works at Hatch Lane, Keysoe during the week commencing 10th July 2006
  • Bedfordshire County Council - The Adoption of the Supplementary Planning Document 'Managing Waste in New Facilities' was adopted on 18th April 2006
  • Bedfordshire County Council - Review of School Structures
  • Consultation Project Executive Summary received. - Clerk to file
  • Bedfordshire County Council - Proposed Diversion of part of Bolnhurst & Keysoe Bridlepath No.59 and the extinguishment of part of footpath No. 22 - any comments by 4th July - Cllr. Bates will make a site visit
  • Bedfordshire County Council - Highways programme of works for 2007 received. - Passed to Cllr. Worth.
  • Bedfordshire County Council - copy of the final Local Area Agreement received. - Clerk to file
  • Victim Support - Annual Report received. - Clerk to file
  • Bedford Borough Council - Medium Term Financial Strategy received. - Clerk to file
  • Bedford Borough Council - Summer Play schemes - a letter asking for possible funding received (letter copied to each Cllr. prior to meeting)-Clerk to file
  • Letter of thanks has been received from St. Mary's Church Keysoe for the donation towards the upkeep of the burial ground.
  • Beds Assoc. Town & Parish Councils - New Cllr. Induction training will be held on Thursday 6th July in Roxton Village Hall at 7.30-9.30pm - Cllrs. Bates and Dix will attend
  • Beds Assoc. Town & Parish Councils - AGM will be held on Wednesday 25th October in Cranfield Village Hall and they are looking for nominations for Cllrs. to stand for election onto the County Committee.
  • Letter received from Rev. Charles Royden from St. Marks Church in Bedford to inform the Parish Council of their intention to submit a planning application for a consecrated woodland burial ground at the College Equestrian Centre. (Copied to each Cllr. prior to meeting)

12. CLOSE OF BUSINESS
There being no other business, the Chairman closed the meeting at 20:45 hours
