Minutes of October 2006 Meeting |

The verified minutes of the meeting held in Keysoe Village Hall on Monday 16th October 2006 were:
1. MEMBERS PRESENT Cllr. Mrs Whitmore (Chairman), Cllr. Mrs Browning, Cllr. Bryans, Cllr. Bates, Cllr. Dix, Cllr. Mrs Landmann and Cllr. Worth. Four members of the public, Mr Alan Woodward, Ms. Jemma McDonald (guest speaker), Bor. Cllr. Ian Clifton, Co. Cllr. Tom Wootton and the Clerk, Mrs Maddison were in attendance.

3. DECLARATIONS OF MEMBERS PERSONAL OR PREJUDICIAL INTERESTS IN THE BUSINESS TO BE TRANSACTED HEREUNDER None
4. TO VERIFY THE MINUTES OF THE MEETING HELD ON MONDAY 25th SEPTEMBER 2006 AND PLANNING MEETING OF 2nd OCTOBER 2006 These were both signed as a true record.
5. MATTERS ARISING FROM THE MEETING OF 25th SEPTEMBER - Complaints of noise from Thurleigh Autodrome: A letter had been received from Mr Barry Williams (Environmental Health Manager at Bedford Borough Council) and it was agreed that Cllrs. Bryans and Worth would arrange to meet with him regarding the noise. - The Clerk had also heard from Dr. J Palmer from the Thurleigh Autodrome who informed her that he is at present seeking planning permission to change part of the track nearest to Keysoe and also to install earth bunds with tree screening to eradicate the noise. When the plans have been received, the Clerk will arrange an appointment with him and two members of the Parish Council.
6. OPEN FORUM FOR MEMBERS AND THE PUBLIC TO SPEAK - Cllr. Mrs Browning asked the Chairman to chase up The Rural Housing Trust to see what stage the affordable housing is at. - Mrs Val Elsegood from the floor reported that she had been visited by the Environmental Health Dept. following her complaints of tyre screeching at Palmer Autodrome. She reported that it is being monitored very closely. Mrs Elsegood also reported that there was excessive noise from the Equestrian Centre on 7th October she did ring the centre and the person on the telephone seemed to think it was a joke; however, the noise was reduced as a result. - Mr Alan Woodward reported that he had strimmed around and tidied the playing field and counted 75 shrubs. He felt that some of them wouldnt survive. He reported that he had approx. 37 shrubs growing in pots and offered them to the parish council to plant. The Chairman thanked him for all his hard work and accepted his offer of his plants. The Playing field committee will set up a working group to plant them. - Mr Burge from the floor asked if the Parish Council would consider setting up a committee for Palmer Autodrome where people from the parish could be involved. He also asked if the Equestrian Centre Committee had been disbanded.
7. GUEST SPEAKER JEMMA MCDONALD FROM BRCC TO GIVE AN INSIGHT INTO A PARISH PLAN Ms. McDonald gave a very in-depth presentation on how to set up, and the benefits of, a parish plan. She reported that there is funding available from DEFRA to set up a parish plan. She provided the Parish Council with copies of some Parish Plans that had already been set up and explained that it takes approx. 12 18 months to do. She also explained that it is very much a parish project and not that of the Parish Council. The Chairman thanked Ms McDonald for attending. After much discussion it was resolved to set up a public meeting during week commencing 13th November and ask Ms McDonald to come and address the public again to see if there is sufficient interest.
8. PLANNING For information only: 06/01931/FUL Erection of detached garage at Rosemary Cottage, Keysoe Row West - Permission granted. 06/02059/FUL Outbuilding at rear of property (development already carried out) at Ceilidh Cottage, Keysoe Row West Permission granted. 06/01979/COU Change of use of land to residential garden and erection of double garage at Southfields Lodge, Kimbolton Road, Bolnhurst Permission granted. 06/01736/FUL Erection of single storey nursery school building at Kymbrook Lower School, Kimbolton Road, Keysoe Application withdrawn. For discussion: 06/02098/FUL Single storey side extension and canopy over living room window to front. Alterations to roof to form new bedroom in attic. Replace existing garage and games room with new garage and games room including storage room over in new location to front of property. (Revised size and siting of garage) to White Cottage, Keysoe Row West: Cllr. Bryans and Cllr. Bates had spoken to the applicant. Following discussions, with 6 in favour and one abstention it was resolved to support the application.
9. FINANCE Cllr. Bates proposed that the following accounts be paid. This was seconded by Cllr. Mrs Landmann and agreed unanimously.

Rural grant money received from Beds Bor. Council £ 307.74 10. ROYAL BRITISH LEGION LAYING OF THE PARISH COUNCIL WREATH AND ALSO AMOUNT OF DONATION TOWARDS THIS Cllr. Mrs Whitmore agreed to lay the wreath at the Remembrance Service. Cllr. Worth proposed that a donation of £75.00 be given towards this. This was seconded by Cllr. Dix and was agreed unanimously.
11. POSSIBILITY OF PROVIDING A DOG WASTE BIN AT THE TOP OF MILL HILL, KEYSOE Cllr. Worth had been asked if the Parish Council could provide a dog waste bin at the top of Mill Hill in Keysoe. Cllr. Mrs Browning proposed that this be carried out. This was seconded by Cllr. Mrs Landmann and agreed unanimously.
12. PROVISION OF PROVIDING A BUS SHELTER AT BOLNHURST The Clerk had written to the highways Dept. who will be making a site visit to assess the possibility. This will be carried forward to the next agenda.
13. PROVISION OF PROVIDING MORE SHRUBS/HEDGING AROUND THE PLAYING FIELD PERIMETER Cllr. Mrs Landmann reported that although the Parish Council did say that they would put out to tender for supplying more shrubs, she felt that as Mr Woodward is willing to supply them free of charge, this would be a better option. Also she thought that even if the Parish Council sourced some extra plants and planted them themselves, this would save money. This was agreed unanimously and the Clerk was asked to put out a plea to residents in the parish to see if they have any unwanted shrubs that didnt have prickles or berries.
14. CLOSURE THREATS TO LOCAL HOSPITALS Cllr. Worth asked if the Parish Council should be writing to the local MPs to point out that if Bedford and Hinchingbrooke hospitals are down graded the parish would be left in a very isolated position with Addenbrookes, Peterborough, Northampton, Milton Keynes, Luton and Stevenage being a possible 30 miles away. The response times for the ambulance service is already 30 minutes from Bedford so if this was to be down graded it could be fatal. It was agreed unanimously that the Clerk writes to the MP of Huntingdon and also to Alistair Burt MP for North East Bedford to express the Parish Councils concern.
15. HIGHWAYS REPORT FROM CLLR. JOHN WORTH Cllr. Worth presented the following report: - The road signs in church road are a Borough Council problem; `Highways` will inform them directly. - The recess in the road surface at the junction of Church road and Row West is not severe but will be seen to at some time in the future. - The white posts in Church Road will be cleaned and the damaged ones replaced. - It is proposed to place white plastics posts around the corner at the Church road/ Row West junction replacing the white painted rocks. People who place rocks, stones etc along the verges on County Council land do so at their own risk. - The new kerbstones at the corner of Church Road and the B660 will be back filled with soil for safety reasons. - The hedge along the road to Thurleigh will be cut back. - The Row West/Hatch Lane junction speeding problem will be examined by the `Highways` Safety planning department as will the lack of visibility to the right exiting Row West onto the B660. I will be making a visit to Wychtree farm this week to discuss cutting the hedge at the junction in addition to cleaning their portion of ditch along Row West. - A ballpark figure cost for erecting a bus shelter over the ditch in Bolnhurst was guestimated to be around £3000. - School Lane in Bolnhurst was examined and will be repaired up to the end of the residential portion. The rest may be patched but due to its lack of use will not be resurfaced throughout the entire length. - The resurfacing of the path in Bolnhurst has commenced.
16. TOWN AND PARISH COUNCIL HIGHWAY MAINTENANCE PARTNERSHIP SCHEME AND THE POSSIBILTY OF PROVIDING A VEHICLE ACTIVATED SIGN The Clerk had contacted Bedfordshire Highways and was given a cost of £5000.00 to purchase a Vehicle Activated sign including 5 years guarantee. This also allowed for a solar powered sign, therefore, this would not incur any electricity costs. Cllr. Mrs Browning proposed that the £4000.00 allowance be put towards this with £1000.00 costs being met by the Parish Council to erect a sign near to Kymbrook Lower School. This was seconded by Cllr. Bates and with all in favour was agreed.
17. CORRESPONDENCE RECEIVED - Bedford and Kempston Conservative Association Mrs Nicky Attenborough has accepted the offer to come and speak at the Annual Parish Meeting in March. - North Beds Town and Parish Council Reception Friday 3rd November at County Hall 6.45 for 7.00pm RSVP 30.10.06 Cllrs. Mrs Whitmore and Cllr. Worth will attend. - East Midlands Regional Assembly Dates have been received of public events where the draft regional plan can be discussed. Not the correct region for this area, therefore, Clerk to file. - Bedford Borough Council - State of the Borough Debate will be held on 4th November 2006 in the Harpur Suite, Bedford at 9.30am RSVP No one available to attend. - Local Democracy week Youth Participation Morning This will be held on Friday 20th October 9.30 in Haynes Village Hall RSVP No one available to attend. - Bedford County Council BOAT 68 Hangmans Lane An interpretive panel (sign) has been erected along Riseley Road, Keysoe. Clerk to file. - BATPC Agendas have been received for the Agm which will be held on Wednesday 25th October in Cranfield Village Hall at 7.30pm No one available to attend. - Bedford County Council Community Emergency Plan Follow up letter has been received. Clerk to write to confirm that no plan has been made at present.
18. CLOSE OF BUSINESS There being no other business, the Chairman closed the meeting at 21:00 hours. |
