Minutes of March 2006 Meeting Print E-mail

The verified minutes of the Keysoe and Bolnhurst Parish Council meeting held on 20th March 2006 were;

1. MEMBERS PRESENT
Cllr. Mrs Gear (Chairman), Cllr. Mrs Browning, Cllr. Burge, Cllrs. Mrs Landmann, Mrs Pope, Mrs Whitmore, Cllr. Worth, Borough Cllr. Ian Clifton, County Cllr. Tom Wootton and five members of the public. The Clerk Mrs Maddison was in attendance.

2. APOLOGIES FOR ABSENCE FROM MEETING
None

3. DECLARATIONS OF MEMBERS PERSONAL OR PREJUDICIAL INTERESTS IN THE BUSINESS TO BE TRANSACTED HEREUNDER
None

4. TO VERIFY THE MINUTES OF THE MEETING HELD ON MONDAY 20th FEBRUARY 2006 AND THE PLANNING MEETING OF THURSDAY 9TH MARCH 2006
These were both signed as a true record.

5. OPEN FORUM FOR MEMBERS AND THE PUBLIC TO SPEAK
The owner from Janets place informed the Council that she had submitted a formal planning application due to the lack of support from the Planning Dept. who she had hoped would liaise with her on submitting an informal application.  She is looking forward to living in the village however; she needs more than one bedroom which the current property has.  She hopes to move the new property to one side of the site, thus allowing her to continue to live in the old one while the new one is constructed.  Cllr. Mrs Landmann reported that she had attended a meeting with the Ambulance service who would like to encourage local people to undergo basic training as the ambulance service takes a while to get out to the rural areas. Cllr. Mrs Browning reported that Kymbrook School Governors have asked the playgroup to vacate the building ready for the new intake of pupils in September. The Playgroup is applying for funding to hopefully site a building to the rear of the school. 

6. PLANNING
DECISIONS MADE BY THE BOROUGH COUNCIL INFORMATION ONLY
05/01458/FUL and 05/01446/LBC - Conversion of existing barns to form six holiday let dwellings at College Farm, Church Road, Keysoe - An enquiry will be held at Town Hall, Bedford on 19.09.06 at 10.00am

PLANNING APPLICATIONS FOR DISCUSSION
06/00571/FUL - Erection of replacement dwelling (reserved matters application for approval of external appearance, siting, design and means of access to Janets Place, Kimbolton Road, Keysoe:  Three Councillors had visited the site and whilst some thought the new property was rather large it wouldn't impinge on anyone and with 6 in favour it was resolved to support the application.

7. FINANCE
Cllr. Worth proposed that the following accounts be paid.  This was seconded by Cllr. Mrs Landmann and agreed unanimously.

The following cheque had been issued during the month:

8. REPAIRS REQUIRED TO THE BUS SHELTER OUTSIDE OF THE WHITE HORSE
Cllr. Worth had met on site with the handyman and works are required to reseat the shelter, repair the roof and to creosote the external areas.  The Handyman has estimated the costs to be £110.00. The Council agreed unanimously that these works be carried out.

9. NEW CONTRACT OF EMPLOYMENT FOR THE CLERK
The updated version of the Contract of Employment had been circulated to all Cllrs. prior to the meeting.  After an in-depth discussion it was agreed unanimously that the Clerk would draw up a new Contract and she and the Chairman would sign it.  It was also resolved not to set up a gratuity scheme or pension scheme for the Clerk.

10. FORMATION OF NEW COMMITTEE FOR THE DAY TO DAY RUNNING OF THE PLAYING FIELD
There had been no interest from members of the public so far regarding this and therefore, will be on the next agenda.

11. REPORT FROM NORTH BEDS TOWN AND PARISH COUNCIL RECEPTION
This was attended by Cllr Mrs Landmann and Cllr. Worth and three informative presentations were given on Highways, Waste Management and Local Area Agreement.

12. REPORT FROM QUALITY PARISH COUNCIL STATUS SEMINAR
This was attended by Cllrs. Mrs Gear, Mrs Whitmore, Cllr. Worth and Mrs Joy Maddison. Cllr. Mrs Whitmore reported that presentations were given from Harpenden Town Council and Loughton Town Council who have both achieved Quality Status.  Also a presentation from the Clerk of Pertenhall and Swineshead Parish Council was given where she outlined the way in which they had achieved Quality Status.  Cllr. Mrs Whitmore reported that having listened to the presentations, she was sure that Bolnhurst and Keysoe Parish Council would benefit from qualifying and then thanked the Clerk for all her hard work towards obtaining this. The Clerk reported that Quality Status had been applied for however, at present the Council did not fulfil all the requirements but she felt that this would not be too hard to achieve.

13. CORRESPONDENCE RECEIVED
- A letter had been received from St. Mary's Church asking if it was ok for them to use the playing field for their Church Fete on 8th July 2006 - The Clerk will write to agree to this.
- A letter had been received regarding Sedgemoor College at Elm Farm - The tenancy agreement is not being renewed and therefore Sedgemoor will not be operating from this address after the end of March 2006 - Clerk to file
- Bedfordshire County Council, Review of School Structures, Consultation Project Update received - Passed to Cllr. Mrs Browning
- Bedford Borough Council - Invitation to the Environment Services Users Forum on Tuesday 11th April 2006 6.30pm - No one is available to attend.
- Bedfordshire County Council - Public Path Order Applications - Thurleigh Airfield - consultation period of 10 weeks, initial queries asap and final responses by Friday 5th May - Passed to Cllr. Mrs Landmann
- Bedford Borough Council Rural Grants - Kymbrook Playgroup have been awarded £298.99 for the purchase of a digital camera and scanner.
- Minutes received from North East Beds Community liaison Forum - Passed to Cllr. Mrs Browning
- Bedford Borough Council - Refuse skips will be in Keysoe Village Hall Car park on Saturday 17th June and 28th October 2006
 
14. CLOSE OF BUSINESS
There being no other business, the Chairman closed the meeting at 22:30 hours
