A meeting of Bolnhurst and Keysoe Parish Council will take place at Keysoe Village Hall on Monday 21st April, 2008 at 7.30pm.

1. APOLOGIES FOR ABSENCE FROM MEETING

2. DECLARATIONS OF MEMBERS PERSONAL OR PREJUDICIAL INTERESTS IN THE BUSINESS TO BE TRANSACTED HEREUNDER

3. TO VERIFY THE MINUTES OF THE MEETING HELD ON MONDAY 17TH MARCH 2008, THE ANNUAL PARISH ASSEMBLY ON 17TH MARCH 2008 & THE PLANNING MEETING ON 31ST MARCH 2008.

Decisions made by the Borough Council - For information only:
08/00148/FUL – Planning Permission granted for first floor extension, balcony to rear & dormers to loft. – Greenacres, Kimbolton Rd Bolnhurst
For discussion:
08/00721/FUL – Erection of garage/store – Old Mill House, Mill Lane Keysoe
08/00889/LBC & 08/00872/FUL – Conversion & alterations of barns to Olympic equestrian accommodation village, with use as holiday let accommodation and affordable housing pre & post Olympics – College Farm Equestrian Centre, Church Rd, Keysoe
08/00867/FUL – Demolition of existing building and erection of detached bungalow (revised scheme) – The Mission Hall, Kimbolton Rd, Bolnhurst

7. FINANCE
 To agree the signing of the following cheques: Mr G Beverley (Bus Shelter) £15.00, Mrs G Wiggs (Clerks Account) £507.18 and Allianz (Insurance renewal) £506.98
  
8. TO RECEIVE THE ACCOUNTS AND ANNUAL RETURN FOR 2007/8 INCLUDING ANNUAL FINANCIAL RISK ASSESSMENT SCHEDULE & REVIEW OF INTERNAL AUDITOR

9. CONFIDENT COMMUNITIES FUND ALLOCATION OF £3500 – to consider letter advising the Parish Council that the purchase of a VAS is approved, and balance will need to be paid by Parish Council (approx £2500)

10. BUS SHELTER FOR BOLNHURST – to consider quotations received.

11. LOTTERY GRANT UPDATE

12. FUTURE USE OF PLAYING FIELD BY LOCAL ORGANISATIONS – to consider advice given by BBC Planning Authority

13. PALMERS SPORT -  to consider the response from BBC Planning Authority on the question of enforcement against breaches.

16. HIGHWAYS PARISH PARTNERSHIP 2008/9 – to decide how to spend allocation of £10,000.00

  • BCC Highways – Details of changes to local bus service
  • Bill Skurry & Ann Kennedy – copy of their letter to BCC Highways supporting the erection of 40mph signs on B660 approaches to Keysoe (copied to the Parish Council for information only)
  • NATS – consultation on proposed changes to airspace – deadline 22nd May 2008
  • BRCC – Results of survey of rural services (for information only)
  • BBC – Confirmation the PCllr Browning has been awarded dispensation to comment and vote on issues concerning the Allocation & Designation Development Plan.
  • Keysoe Church – Thank you letter for donation towards upkeep of church yard.
  • St Dunstan’s Church - Thank you letter for donation towards upkeep of church yard.
  • S J Spring – Letter raising concerns about Parish Council Meeting of 17th March 2008 (circulated prior to meeting)
  • Dr & Mrs May – Letter offering clarification on the events relating to PCllr Browning’s discussions with Bolnhurst residents regarding the bus shelter (circulated prior to meeting)
  • Michael & Wendy Levy – Email sharing their views on the Parish Council Meeting of 17th March 2008 (circulated to all Parish Councillors as requested – no further action requested)
