The verified minutes of the Keysoe and Bolnhurst Parish Council meeting held on 17th October 2005 were;

1. MEMBERS PRESENT
Cllr. Worth (Vice Chairman), Cllr. Mrs Browning, Cllr. Burge, Cllrs. Mrs Landmann, Mrs Pope, Mrs Whitmore and four members of the public.  The Clerk Mrs Maddison was in attendance.

2. APOLOGIES FOR ABSENCE FROM MEETING
Cllr. Mrs Gear

3. DECLARATIONS OF MEMBERS PERSONAL OR PREJUDICIAL INTERESTS IN THE BUSINESS TO BE TRANSACTED HEREUNDER
None.

4. TO VERIFY THE MINUTES OF THE MEETING HELD ON MONDAY 19th SEPTEMBER 2005 AND PLANNING MEETING HELD ON 3rd OCTOBER 2005
These were both signed as a true record.

5. MATTERS ARISING FROM THE ABOVE MEETINGS
Mobile Library Reorganisation - The Start date for this has been put back to 28th November.  Mr George (Beds Co. Council) will attend the November meeting with the revised plans of the service.
 
6. OPEN FORUM FOR MEMBERS AND THE PUBLIC TO SPEAK
Cllr. Mrs Pope reported the disappearance of some white posts on the roadside along Row West.  Cllr. Mrs Whitmore will liase with the highways Dept.  Cllr. Mrs Landmann gave a resume of the North East Beds Community Liaison Forum meeting. Key points were grants for the Cloverleaf Club, Friends of Kymbrook and the Playgroup. Amey now manage the highways on behalf of the County Council.  The DART bus service seems to be running very well.

7. AFFORDABLE/SHELTERED HOUSING UPDATE FOR SURVEY
Cllr. Worth had attended a workshop held by the Planning Dept regarding future developments and it seems that there still seems to be virtually a no building policy in the near future for the parish. He felt that it is important that the new affordable housing survey was worded affordable housing for the young families and also the elderly.  It was agreed that this would be looked into in greater depth at the time of processing.  It was agreed that as the Rural Housing Trust hadn't replied to attend the meeting, the Clerk would ask Affordable Housing Co. to come to the next meeting.

8. PLANNING APPLICATIONS FOR DISCUSSION

05/02651/FUL
- Demolition of building and erection of replacement storage building to Church Farm House, Kimbolton Road, Bolnhurst, Beds - It was resolved to support this application.
DECISIONS MADE BY THE BOROUGH COUNCIL:
05/01963/LBC - Installation of multi fuel stove and lining of chimney to Summer song Cottage, Keysoe Row West, Keysoe - Permission granted
05/02159/AGR - Erection of agricultural building to Hinton St. Mary Farm, Kimbolton Road, Bolnhurst, Beds - Permission granted.
05/02065/FUL - Erection of detached quadruple garage and detached office/study to Broadfields, Keysoe Row East, Keysoe - Permission granted.

9. FINANCE
Cllr. Mrs Browning proposed that the following account be paid.  This was seconded by Cllr. Mrs Whitmore and agreed unanimously:

Bedford Borough Council Rural Grants - Kymbrook Playgroup have been awarded £883.75 to purchase play equipment. Payment of this will be made to the Parish Council to pass on to them.

10. REPORT FROM MEETING WITH MR SIMON BATES FROM THE COLLEGE EQUESTRIAN CENTRE
Cllrs. Burge and Worth attended a site meeting at the Equestrian Centre. Cllr. Burge reported that Simon Bates had taken some remedial action by using a new speaker system and not using a hired in tannoy system to try to reduce noise spillage. The Equestrian Centre is being considered for use during the 2012 Olympics.  Due to adding extra controls into the contract of Ponies UK, they have decided to use a different venue for next year.

11. ROYAL BRITISH LEGION - THE LAYING OF THE PARISH COUNCIL WREATH ON REMEMBRANCE SUNDAY AND ALSO THE DONATION TO THE ROYAL BRITISH LEGION
Cllr. Mrs Pope proposed that a donation of £75.00 be given.  This was seconded by Cllr. Mrs Landmann and agreed unanimously.  Cllr. Mrs Gear had volunteered to lay the wreath at the service.

12. DISCUSSION ON POSSIBLE RE-SITING OF THE DOG WASTE BIN OR PROVIDING A NEW ONE AT KEYSOE ROW EAST
Following discussions, Cllr. Mrs Browning proposed that the dog waste bin outside of the White Horse Pub be moved along Row East to the footpath next to 'Sedgemoor College' and also that a new one is purchased to be placed next to the footpath along Row West. This was seconded by Cllr. Mrs Pope. With all in favour the Clerk will arrange this.
 
13. DISCUSSION ON EXTRA/ADDITIONAL GRASS CUTTING IN THE PARISH
Cllr. Mrs Browning proposed that once the railing in Bolnhurst (near Myers Hill Farm) had been strimmed and Cleared, the handyman be asked to paint it.  This was seconded by Cllr. Mrs Pope.  With all in favour this was agreed. The Clerk will arrange this.

14. COMPLAINTS OF NOISE ARISING FROM PALMER AUTODROME
A letter had been received from a resident in Row West complaining of continuing tyre and engine noise from the Autodrome. It also stated that to their knowledge 18 breaches of the accepted noise level at the site had occurred.  It was resolved that the Clerk would write to the Borough Council.

15. CORRESPONDENCE RECEIVED
- Sharnbrook Upper School - Consultation paper on the proposal to permanently increase the admissions number received. Rsvp 14.11.05 - Passed to Cllr. Mrs Browning
- Beds Assoc. of Town & Parish Councils - AGM on Thursday 20th October at 7.30pm at Moggerhanger - Clerk has agenda. Clerk to file

16. CLOSE OF BUSINESS
There being no other business, the Vice Chairman closed the meeting at 20:45
