The verified minutes of the Keysoe and Bolnhurst Parish Council meeting held on 18th October 2004 were;

1. PRESENT
Cllr. Mrs Gear (Chairman), Cllr. Mrs Browning, Cllr. Burge, Cllrs. Mrs Landmann, Mrs Pope, Mrs Whitmore, Cllr. Worth, County Cllr. Tom Wootton, Mr Alan Woodward, Sgt. Gail Mulvaney, PC Gary Baldwin and six members of the public. The Clerk Mrs Maddison was in attendance.

2. APOLOGIES FOR ABSENCE FROM MEETING

3. SIGNING OF THE MINUTES OF THE MEETING HELD ON 20.09.04 AND
THE PLANNING MEETING OF 29.09.04

These were signed as correct.

4. MATTERS ARISING FROM THE ABOVE MEETINGS
Maintenance and Repairs to Bus Shelters and Notice Boards. The Clerk had asked Mr Holdstock if he would like to maintain the above, but declined.  George Beverly approached the Clerk and he would be willing to carry out the maintenance work.  After long discussions, it was agreed that as George is a minor, the Clerk will check with the Insurance Company to see if the Parish Council is liable for him whilst carrying out such jobs.  A letter had been received from Co. Cllr. Richard Payne regarding the possibility of the County Council carrying out minor works and charging the Parish Council.  It was agreed that the Clerk seeks more information.

5. OPEN SESSION FOR MEMBERS OF THE PUBLIC TO SPEAK
A member of the public reported that George Beverly is a minor with no experience and has 2 other jobs and is still at school.  Some residents from Elm Tree grove spoke on the proposals of the Playing Field fence behind their properties. They are not happy with the height being 6ft. also the concrete posts and chain link wire.  They would much prefer a 3ft. high wooden post and ‘pig’ wire fence.  They reported that they had been in touch with Mr Sean Greeves (planning officer) who informed him that the fencing requirements were completely negotiable. The Chairman said that it was the Planning Depts. requirements that a 6ft high fence be erected with shrubs planted in front to soften the edge.  She also informed the public that a letter with a specification of the fencing had been sent to the planning office for approval.  The residents asked if Mr Greeves could come out and meet them all.  Cllr. Mrs Browning reported that it was always the opinion of the Parish Council to work with the residents. It was agreed that the Chairman contact Mr Greeves.

6. DECLARATIONS OF MEMBERS INTERESTS IN THE BUSINESS TO BE TRANSACTED HEREUNDER
Cllrs. Mrs Browning and Mrs Gear declared an interest in Item No. 10 on the Agenda.

7. REPRESENTATIVES FROM THE POLICE BASE AT RISELEY
The Chairman welcomed Sgt. Mulvaney and PC Gary Baldwin to the meeting.  Sgt. Mulvaney introduced herself and her colleague and reported that she had been a Sgt. at Riseley for almost a year and PC Gary Baldwin is the Beat Manager operating from Riseley.  He had produced a crime statistics sheet for the period 01.04.04 to 17.10.04 and then discussed this.  Cllr Worth asked if all the instances at Sedgemoor College were impacting on the Policing of the rest of the parish.  PC Baldwin reported that Sedgemoor College is classed as a ‘High Risk’ and if they are called out to the college then they have to attend. However, the Police are at present trying to change this procedure which will then reduce the time that the Police are there.  Sgt. Mulvaney reported that at present Sedgemoor is a significant drain on resources but they are in the process of hopefully reducing this amount. PC Baldwin reported that due to visitor levels, the Mobile Police Station will now only visit every 8 weeks.  He reported that he tries to do at least 2 hours of speed checks per month. Cllr. Mrs Pope asked if he could concentrate on the Rows and not the main road.  He reported that Sedgemoor College is temporarily closed at present due to a fire, of which, 3 girls have been arrested.  However, all in all he didn’t think the residents of Keysoe need to have any concerns about Sedgemoor. Cllr. Mrs Landmann asked PC Baldwin to clarify which telephone number parishioners should use.   Sgt. Mulvaney reported that the problems with the answer phone at Riseley have now been fixed. If you ring Riseley and it is not answered within 6 rings, it diverts automatically to a Call Handling System.  These are also the same people who answer 999 calls, so they will answer them first.   For historic reports call 01234 275111. PC Baldwin said that he is available to attend most meetings, however, if there are no objections he would like to attend 6 monthly.  Cllr. Worth asked if this could be quarterly. This was thought to be too often however, they will attend at the Annual Parish Meeting in March.  The Chairman thanked them both for attending at which time they left the meeting.

8. PLANNING

- Brook End Lodge, Riseley Road, Keysoe – Erection of detached triple garage in front garden – Permission Granted.
04/02003/FUL - Glebe Cottage, Kimbolton Road, Bolnhurst – Two Storey side extn – Permission Granted.
04/02299/LDP - Kirby Crook Farm, Kimbolton Road, Keysoe – Erection of replacement conservatory – Permission Granted.

9. FINANCE
It was proposed by Cllr. Mrs Whitmore, seconded by Cllr. Mrs Landmann that the following account is paid.
Clerks Account £329.33

It was proposed by Cllr. Mrs Landmann, seconded by Cllr. Worth that  the bank mandate be changed to include Cllr. Burge and Mrs  Maddison.

10. PLAYING FIELD
Notification had been received from the Planning Office regarding the Parish Councils letter to discharge condition no. 3 of the Change of Use permission. A decision should be arrived at before 21st November 2004. As the proposals put forward had not as yet been approved, and also the suggestions from the residents in Elm Tree Grove, it was proposed by Cllr. Worth, seconded by Cllr. Mrs Landmann and agreed to postpone the opening of the tenders until the next meeting. Cllr. Mrs Gear will contact Sean Greeves (Planning Officer) and ask for a site meeting.

11. AFFORDABLE HOUSING
Jephson Housing has withdrawn their application for the houses.  They had met with the Planning Officers and will now re-submit their plans with revised drawings.

12. BEDS RURAL AFFAIRS FORUM 5.10.04
Cllr. Burge had attended this forum and reported that it was well attended with approx. 120 delegates including Parish Councillors, local businesses, social welfare representatives etc. He reported that the Forum had distributed £142.000 in Bedfordshire in 2003/4 in supporting small businesses, involvement in the ‘Tastes of Bedfordshire’ booklet, Funding for the E-Rural Bus. They are currently devising a ‘One Stop Web Stop’ which will include a directory of available supplies and services in the area.

13. NORTH EAST BEDS COMMUNITY LIAISON FORUM 4.10.04
Cllr. Mrs Landmann attended this meeting and reported that the Highways/Maintenance plan is well up to date.  Little Staughton Parish Council were concerned with the new decision making on Planning Applications. On Fridays, the Borough Council publish a list on their website of all planning applications in that week. The Parish Council then has 14 days from that Friday to contact their Borough Councillor if they think the application should be heard before a committee rather than delegation. Householder development and listed buildings will be decided under delegated powers.  Settlement Policy Areas are under review and will no longer exist.  Small grants were issued to The Village Show at Keysoe, Friends of Kymbrook Lower School and Bolnhurst Old School.  Greg Jeffrey, Clerk to the Forum had contacted the Clerk and said that the Parish Council can only have 2 delegated members of the committee and at present there are 3. It was agreed that the two delegated members would be Cllrs. Mrs Landmann and Mrs Whitmore.

14. PLANNING APPLICATIONS
This item had been discussed in item no. 13 above. However, this new system does mean making a decision to ask for the application to go to committee before the Parish Council has held its Planning Meeting. It was decided that the three Councillors who look at the plans and make the necessary site visits, should make this decision and inform the clerk.

15. ROYAL BRITISH LEGION
It was proposed by Cllr. Mrs Whitmore, seconded by Cllr. Mrs Browning that a donation of £75.00 is made to the British Legion.  Cllr. Mrs Gear will lay the wreath at the Remembrance Service.

16. ANNUAL PARISH MEETING IN MARCH
The Chairman asked the Council to think of anyone they feel would make a valuable speaker at the Annual Meeting and report at the next meeting.  The Chairman thought it would be a good idea to ask the Headmistress from Kymbrook Lower School to give a brief resume of the School.  Cllr. Mrs Browning reported that the new Governor from Lt. Staughton representing the Parish should be asked to attend and report also.

17. CORRESPONDANCE

  • Bedfordshire Police Authority – Local Policing Plan 2004-5 received and passed to Cllr. Mrs Landmann.
  • Beds County Council – Waste Strategy Public Consultation Meetings – Representatives are invited to attend a public meeting on this – Cllr. Worth will attend.
  • Beds Assoc. Town and Parish Councils – AGM 20.10.04 – Agenda received. Also. Quality Status – Additional Delegated Power response sheet - to be returned by 29.11.04 – This was completed.
  • Beds County Council – Annual Reception to be held on Thursday 21.10.04 – This will be attended by Cllrs. Mrs Gear, Mrs Landmann and Cllr. Worth.
  • Planning Briefings received: Planning Policy No. 12 – Local Development Frameworks, PB No. 105 Milton Keynes and South Midland Sub-Regional Strategy Publication of the Panel Report and Policy Statement No. 7 – Sustainable Development in Rural Areas received and passed to Cllr. Worth.

18. CLOSE OF MEETING
There being no other business, the Chairman closed the meeting at 21:30 hours.
