The verified minutes of the Parish Council meeting held on 19th July 2004 were; 1. PRESENT Cllr. Mrs Gear (Chairman), Cllrs. Mrs Browning, Mrs Landmann, Mrs Pope, Mrs Whitmore, Cllr. Worth, Mr Alan Woodward and 2 members of the public. The Clerk Mrs Maddison was in attendance. 2. APOLOGIES None 3. MINUTES The minutes from the previous meeting of the 21st June 2004 were signed as correct. 4. MATTERS TO REPORT FROM PREVIOUS MEETING OF 21st June 2004 Mrs Browning, Mrs Pope and Cllr. Worth had attended a meeting with Mr Michael Robinson (planning officer) and Mr Keith Handie (Environment Officer) of Bedford Borough Council. Cllr. Mrs Pope had written the attached resume of the meeting which was read out by Cllr. Worth. He also reported that within the Inspectors Decision it stated that local residents were being disturbed by the Centre and this is now on official records. 5. OPEN PUBLIC SESSION Mr Woodward from the floor reported that the hedge along the property of Wych Tree Farm is very over grown making visibility poor. It was agreed that the Clerk writes to the occupants and ask them to cut it back. 6. DECLARATIONS OF INTEREST None. 7. PLANNING 04/01864/FUL - The Cottage, Keysoe Row East - single storey front extn. - It was agreed that the Clerk should write in support of this application, stating that this property is owned by a young family who need to stay in the village but need more bedrooms. 04/01271/FUL - The Windrush, Keysoe Row West - two storey side extn. - Permission granted. 04/01267/FUL - Moat Fallow, School Lane, Bolnhurst - erection of front porch - permission granted. Not on agenda - 04/01461/FUL - Mount Pleasant Farm, School Lane, Bolnhurst - Installation of wind powered generator - resubmission of previous application - Same correspondence forwarded (no planning objections). 8. RESUBMISSION OF APPLICATION FOR LAND BEHIND VILLAGE HALL This has been resubmitted with accurate maps from Land Registry. This is being dealt with by Mr Sean Greaves. He has confirmed that the forms and the certificate are correct, and that they should be circulated next week. Cllr. Mrs Gear reported that any letters forwarded to the planning dept. regarding the previous application, will have to be forwarded again as this is a new application. 9. FINANCE, INCLUDING AUDIT It was proposed by Cllr. Mrs Landmann, seconded by Cllr. Mrs Whitmore that the following accounts be paid: Mrs H Pegg (internal audit) £ 50.00 Mrs Maddison (Clerks account) £301.57 Received from Beds County Council £2560.82 for grass cutting. Cllr. Mrs Gear read out the report from Mrs Pegg who suggested that the dog bins be insured and also that the Clerks wages be increased annually in line with NALC recommendations. It was agreed that the dog bins would not be insured as the council thought the risk of damage was minimal. It was also agreed that the Clerk is currently paid in accordance with NALC recommendations and when the yearly pay increase has been confirmed and circulated to the Parish Council, this would be dealt with then. 10. RESIGNATION OF CLLR. IZZARD Cllr. Izzard had resigned from office as of 13.07.04. The Chairman read out his letter of resignation. The Clerk had tried on several occasions to contact the Electoral division to find out the procedure for replacement. She is still waiting to hear. However, Cllr. Mrs Gear had been in contact with BRCC who informed her that the Borough Council would provide the Parish Council with a notice to display. If after 14 days no one has applied to the Borough Council or indeed asked for an election, it then becomes a casual vacancy which can be filled in the parish with the Parish Council electing them. 11. SEDGEMOOR COLLEGE Cllrs. Mrs Browning and Mrs Whitmore had attended an informal meeting with Sedgemoor College. They have at present 4 girls. One of the girls is long term; they are trying to get her to settle down. Sedgemoor had hoped to have a meeting with the police prior to this meeting but could not arrange it. In the last 12 months they have had 42 visits by the police. Sedgemoor will contact Cllr. Mrs Browning in the next 3 months or so to arrange another meeting. They are also hoping to have a sports day in August, which representatives from the Parish Council would be welcome to attend. 12. BARRIERS ON THE BRIDLEPATH ALONG THURLEIGH ROAD Cllr. Mrs Whitmore reported that barriers were locked along the bridle path along Thurleigh Road. Cllr. Mrs Landmann had the maps with her for clarification. She will investigate this and report back at the next meeting. 13. CLERKS AQA PORTFOLIO Cllr. Mrs Gear reported that the Clerk had not passed her qualification. She had received 8 distinctions, 13 passes and 5 fails. The Clerk will re-submit the 5 criterion. 14. CORRESPONDANCE - Alistair Burt - A reply had been received to Mr Clay's query at the Annual Parish Meeting regarding the postal services. Royal Mail's target to delivering first class mail in the Milton Keynes area is 92.5% and they are currently achieving 88.9%.

- Beds County Council - North East Beds Community Liaison Forum, Application forms received, also copy of the minutes 10.05.04 - It was requested that the Clerk copy more of the forms.
- Beds County Council - Learning Inclusion Strategy Consultation June 2004 received, passed to Cllr. Mrs Browning.
- Beds County Council - North Beds Dart Project, update on the progress received and read out by the Chairman.
- BRCC - Annual Report and Financial Statements Year Ending 31.03.04 received.
- The Countryside Agency - Rights of Way Act 2000 - Map received for the Parish.
- Victim Support - letter asking for support/donation - it was agreed not to donate any monies.
- North Beds Community Transport (Door to Door) - letter asking for a donation - It was proposed by Cllr. Mrs Browning that £50.00 be donated to this. This was seconded by Cllr. Mrs Landmann. All Cllrs. were in favour of this.
- North Beds Community Safety Partnership - Survey on Anti Social Behaviour received and to be returned by 14.08.04
- Bedford Borough Council - Agenda, Rural Affairs Committee 14.07.04 received.
- Beds Assoc. Town and Parish Councils - AGM on Wed. 20th October at Whipsnade Village Hall.

15. ANY OTHER ITEMS TO REPORT Cllr. Mrs Browning reported that Mr Paul Ellerington (Chairman to the Village Hall Committee) had attended a dispute in Elm Tree Grove. There are new residents who are parking on the grass. Mr Ellerington asked the new residents to move their cars only to be told that they weren't prepared to. These residents are rather abusive. There is also a land dispute with the neighbours, at which there are two police cars there at present. Although this is not a parish council matter, the village hall committee felt the Parish Council should be aware of the problems.
