The verified minutes of the Parish Council meeting held on 16th February, 2004 were;

1. PRESENT
Cllr. Mrs Gear (Chairman), Cllr. Mrs Browning, Cllr. Izzard, Cllrs. Mrs Landmann, Mrs Pope, Mrs Whitmore, Cllr. Worth, Mr Stanbridge BRCC, Mr Wisson Jephson Housing, Mr White MPEK Architects, Mr Alan Woodward and 5 members of the public.  The Clerk, Mrs Maddison was also in attendance.

2. APOLOGIES
County Councillor Tom Wootton

3. MINUTES
The minutes from the previous meeting of the 19th January 2004 were signed as correct.

4. OPEN PUBLIC SESSION
There were no items.

5. DECLARATIONS OF INTEREST
Cllrs Mrs Landmann and Mrs Pope declared an interest in item 13 of the Agenda (Village Show) and Cllr. Mrs Whitmore declared an interest in item 10 on the Agenda (Old School Hall).

6. MATTERS TO REPORT FROM PREVIOUS MEETING OF 19TH JAN 2004
A reply had been received from Beds County Council regarding the vehicle activated signs and a pedestrian crossing near the school. The Council has already installed amber flashing warning lights during school hours and a new speed restriction on this road. There is a long waiting list for pedestrian crossings with a waiting list of 71 and there are approx. 5 completed within a year.  Cllr. Izzard proposed that the Clerk make some further enquiries to the costs etc. in purchasing these by the Parish Council.  This was agreed.  It was also requested if the Clerk could find out if there is to be any money for highways allocations this year.

7. AFFORDABLE HOUSING WITH REPRESENTATIVES FROM JEPHSON HOUSING, MEPK ARCHITECTS AND THE BEDS RURAL COMMUNITIES CHARITY
The Chairman welcomed the guests and thanked them for coming.  Draft Plans of the affordable housing had previously been distributed amongst the Cllrs. prior to the meeting. It was agreed unanimously that the houses should be brought further down the field and the playing area should be directly behind the village hall.   Cllr. Mrs Browning asked Mr Stanbridge if the houses could be changed to 3 bed houses as there is a need for this. He reported that the houses will be built based on the survey results. However, as there is a time lapse of nearly 2 years, it may be necessary to carry out a further survey prior to obtaining planning permission. Cllr Izzard asked what the timescale was likely to be and this was estimated at approx. 12 months prior to starting. Dan Wisson said it would be useful to have the number of children from the parish attending Kymbrook School.  The Clerk will do this.

The Chairman thanked the gentlemen at which time they left the meeting.

8. PLANNING
03/02880/LBC, 03/02881/FUL -
Meeting Cottage, Riseley Road, Keysoe – two storey side and rear extension – permission granted.
APP/W0205/X/03/1124751 – Appeal by Simon Bates against application no. 02/0776/LDE – Equestrian Jump within hedgerow – Appeal dismissed.
04/00228/S73 - Little Farm House, St. Neots Road, Bolnhurst – renewal of temporary consent for display of goods for sale – Cllr. Worth visited the owners of this and was informed that they already have full planning permission for this, and this application had been sent out in error.
APP/W0205/C/03C1135602 – Appeal by Simon Bates against the enforcement notice in respect of an alleged breach of planning control for the change of use for agriculture to a mixed use for agriculture and equestrian purposes for more then 28 days in a calendar year – A committee meeting was held earlier in the week and had prepared a letter to be submitted to the Planning Inspectorate.  The Chairman read out the letter and it was agreed to be sent out along with supporting documentation to the Planning Inspectorate.

9. FINANCE
It was proposed by Cllr. Worth, seconded by Cllr. Mrs Landmann, that the following accounts be paid
- British Telecom (Clerks Telephone) £ 62.73
- Mrs J Maddison (Clerks Account) £208.65
- Village Hall (Rent)    £112.50

10. OLD SCHOOL HALL AT BOLNHURST
The committee had replied to the Councils’ letter regarding further information as to the hiring of the Hall, the Insurance etc. etc which the Chairman read out.  The Chairman also pointed out the hall is owned by the Church. Cllr. Mrs Whitmore reported that the Committee of the hall had raised £1883.35 towards the estimated cost of £3000.00 to replace the floor.  The Council resolved that they are satisfied that this hall will benefit the parishioners of Bolnhurst & Keysoe and Cllr. Mrs Browning proposed a donation of £200.00, seconded by Cllr. Worth.  This was agreed.

11. VILLAGE VOICE
Cllr. Mrs Whitmore thanked the Village Voice for their continued support and would like to see the Parish Council make a donation to them to help with their running costs. Alan Woodward from the floor reported that they needed a new computer and have just received at grant from the North East Beds Community Liaison Forum for £200.00 towards the total cost of £740.00 Cllr. Mrs Landmann said that the Parish Council did use the Village Voice a lot to deliver agendas/newsletters etc. and proposed a donation of £200.00. Cllr. Mrs Whitmore seconded. All Cllrs were in favour.

12. RURAL SKATE
The application forms have been completed ready for dispatch, but a contact needs to be listed to be able to make a commitment to assemble/dismantle the ramp on Saturdays and also to attend a training day.  Cllr. Worth volunteered for this. All Cllrs. were in favour.

13. REQUEST FOR A DONATION FROM THE VILLAGE SHOW
A letter had been received from the Village Show asking for a donation again this year.  It was agreed to be given.  Cllr. Worth proposed, seconded by Cllr. Mrs Whitmore that £50.00 be donated again. Cllr. Mrs Browning proposed, seconded by Cllr. Izzard that £100.00 be donated. With 4 votes for, £50.00 was agreed to be donated.

14. ANNUAL MEETING
The Chairman asked all the Cllrs to be at the Village Hall at 7.00pm to put the chairs out etc. and to meet the guests. She also reported that Mrs Cynthia Worth, accompanied by a friend has agreed to serve the refreshments.  It was also decided that the Cllrs. would each bring the following: Biscuits-Cllrs. Mrs Pope and Mr Izzard, Milk–Cllr. Mrs Whitmore, Coffee- Cllr. Mrs Landmann, Tea-Cllr. Mrs Gear and Sugar-Cllr Mrs Browning.

15. CORRESPONDANCE
- Beds Borough Council – Parish Arrangements Review  2003/4 – received.  Cllr. Mrs Pope reported that there were no changes to Bolnhurst and Keysoe Parish.
- Beds Borough Council – Housing Strategy 2004 – Notes received from the Roundtable discussions in December – The final Housing Strategy is due to be printed March/April 2004 – passed to Cllr. Worth.
- Beds Borough Council/Village Hall – Copy of application form for renewal of public entertainment license received.
- Beds Borough Council – Corporate Plan 2004/7 received.
- Beds Borough Council – Rural Affairs Committee - Minutes for meeting held in Jan. also agenda for 12.02.04 received.
- Standards Committee - Minutes from Dec. meeting received.
- Bedfordshire Police – Total of 6 people were dealt with for exceeding the speed limit during October and December 2003.
- Beds County Council – Common Planning Framework – Service Development Plan 2003-2006 received.
- Beds County Council – Invitation to County Civic Service on Sunday 7th March 3.00pm at St. Paul’s’ Church Bedford - Cllr. Mrs Gear may attend.
- Alistair Burt – A meeting has been arranged with Mr Burt and the Chief Constable as guest on 11th March at Gt. Barford. Cllrs. Worth and Izzard will attend.   Ideas for the common agenda are response times, follow up to initial responses and the police unit at Riseley.
- Beds Assoc. Town and Parish Councils – details of a half day seminar on Affordable Rural Housing 20.03.04 at Flitwick received.
- Beds Assoc. Town and Parish Councils – Councillors Allowances - Under new regulations, if allowances are to be paid to Councillors, the Council must resolve to do so, however, it is still a requirement to seek a recommendation from the parish remuneration panel.

16. ANY OTHER ITEMS TO REPORT
- Cllr. Worth has been asked if the notice board in Bolnhurst could be moved next to the Post Box. He will get the local opinion on this.
- Cllrs. Mrs Whitmore reported that the stench pipe is still on the verge at Bolnhurst.  The Clerk will chase.
- Cllr. Mrs Browning reported the water leak down Mill Hill again. The Clerk will chase this also.
- Cllr. Mrs Gear reported a collapsing man hole in the road outside of Windy Ridge, Brook End. The Clerk will report.
- Cllr. Mrs Pope reported the Post box at Keysoe Row West. There is one slab but there is still a lot of mud.  Could there be another slab here. Cllr. Mrs Whitmore will report.
- Cllr. Izzard informed the Chairman that although some members of the Parish Council attended the Committee Meeting (Agenda item 8), she was not correct in saying that the wording of the letter had been agreed previously. This she acknowledged.
- Mr Ian Johnson reported that the equestrian centre 28-60 day planning application was due to be heard on Monday 23rd Feb.
- Mr Ward from the floor asked the Council if they would like him to grass down the field prior to obtaining planning permission for the affordable houses. The Council accepted his offer and Cllr. Izzard expressed thanks on behalf of the Council for his very good gesture.

There being no other business the Chairman closed the meeting at 21:07
