The verified minutes of the Keysoe and Bolnhurst Parish Council meeting held on 12th December 2005 were;

1. MEMBERS PRESENT
Cllr. Mrs Gear (Chairman), Cllr. Burge, Cllrs. Mrs Landmann, Mrs Pope, Mrs Whitmore, Cllr. Worth, Mr Jagles and Mr Bird from Affordable Housing Co. and 4 members of the public. The Clerk Mrs Maddison was in attendance.

2. APOLOGIES FOR ABSENCE FROM MEETING
Cllr. Mrs Browning, Bor. Cllr. Ian Clifton and Co. Cllr. Tom Wootton.

3. DECLARATIONS OF MEMBERS PERSONAL OR PREJUDICIAL INTERESTS IN THE BUSINESS TO BE TRANSACTED HEREUNDER
None.

4. TO VERIFY THE MINUTES OF THE MEETING HELD ON MONDAY 21st NOVEMBER 2005 AND PLANNING MEETING HELD ON 28th NOVEMBER 2005
These were both signed as a true record.

5. MATTERS ARISING FROM PREVIOUS MEETINGS ‘INFORMATION ONLY’
Speed Camera at Brook End Keysoe – The Criteria for this is four killed or serious injury collisions per kilometre of road over a three year period and a recognised speed problem recognised by a speed survey.

6. OPEN FORUM FOR MEMBERS AND THE PUBLIC TO SPEAK
The Clerk reported that the members of the Parish Council had been invited to attend the Christmas production at Sedgemoor College on Tuesday 20th December at 1:30pm.  Cllr. Burge asked the Clerk to chase up the painting of the railings at Bolnhurst.  Mr Alan Woodward from the floor reported that residents of Sedgemoor College had again on two occasions been knocking on residents doors late into the evening asking them to light their cigarettes.
 
7. GUEST – MR GARTH JAGLES AND MR JERRY BIRD FROM AFFORDABLE HOUSES CO. LTD. REGARDING POSSIBLE AFFORDABLE HOUSING
Mr Jagles and Mr Bird gave a précis on their company and explained that they fund their projects from HRH Prince of Wales Affordable Rural Housing Initiative and therefore do not have to wait for government funding unlike most of the other Housing Associations, thus enabling a quicker completion. No development profit is made from the project therefore resulting in a cheaper rental by the tenants.  The houses will be secured by section 106 ruling therefore can only be part sold (shared ownership – 60% max.) to, or rented to, persons with links to the parish.  A needs survey would be carried out via the internet with the assistance of the Parish publicising it. (A postal survey could also be used for persons without the use of the internet). The Parish Council would then be involved in the planning/design of the properties.  Once the houses are complete, the rentals of the properties are carried out by a local housing association.  The Chairman thanked the gentlemen for attending and at which time they left the meeting.

8. PLANNING APPLICATIONS FOR DISCUSSION
05/02651/FUL
– Demolition of building and erection of replacement storage building at Church Farm House, Kimbolton Road, Bolnhurst – Permission granted.
05/02736/LBC and 05/02733/FUL – Single storey extensions, replacement conservatory and replacement of outbuilding to Glenn Cottage, Keysoe Row West, Keysoe (revised scheme) – Permission refused.

9. FINANCE
Cllr. Mrs Whitmore proposed that the following accounts be paid. This was seconded by Cllr. Mrs Landmann and agreed unanimously.

Chq. raised in the month to Heald Solicitors £705.00 as previously agreed.

10. AUDIT 2004/5
This has now been completed by Lubbock Fine and the audit is now closed.

11. HIGHWAYS REPORT
Cllr. Mrs Whitmore reported that the white posts along Keysoe Row West have now been replaced. The ditch along the side of Elm Tree Farm will be looked into and the overgrown brambles cut back. The overgrown hedge on Mill Hill, Keysoe will be cut this week.

12. COLLEGE EQUESTRIAN CENTRE
Correspondence had been received from Simon Bates asking if he could meet with the Parish Council to discuss possible alterations/options on Planning Application No. 05/02946/FUL which the Parish Council could then support. Cllr. Mrs Pope proposed that the College Equestrian Centre Committee meets with Mr Bates.  This was seconded by Cllr. Mrs Landmann and with all in favour this was carried.

13. RURAL GRANT APPLICATION FROM THE BOROUGH COUNCIL FROM KYMRBOOK PLAYGROUP
A rural grant application had been received for the amount of £298.99 to purchase a digital camera and scanner.  It was agreed unanimously to support this application.

14. CORRESPONDENCE RECEIVED
- Beds Borough Council – Planning Briefing on Wind Energy received.- Passed to Cllr. Mrs Landmann
- Alistair Burt MP – letter received regarding Police Force re-organisation received.  Comments welcomed. – The Clerk will reply and state that the whole reorganisation seems to have been rushed through too quickly.
- Bedford Borough Council – Rural Affairs committee for 13th December has been cancelled.

15. CLOSE OF BUSINESS
There being no other business, the Chairman closed the meeting at 20:40
