The verified minutes of the Keysoe and Bolnhurst Parish Council meeting held on 15th August 2005 were; 1. MEMBERS PRESENT Cllr. Worth (vice chairman), Cllr. Mrs Browning, Cllr. Burge, Cllrs. 5. OPEN FORUM FOR MEMBERS AND THE PUBLIC TO SPEAK Cllr. Mrs Landmann reported that she had received an email from Ed Burnett (Rights of Way Officer) asking if the P3 people could see any planning applications affecting any rights of way, however Mrs Landmann informed him that the applications were available to look at at the Planning Office.
6. 8. COLLEGE EQUESTRIAN CENTRE Simon Bates had asked if the Parish Council would like to hold regular meetings with him to go through any matters arising to ensure that a process of continual improvement is implemented. It was agreed unanimously that this was a good idea and that two Cllrs. would attend a meeting at any one time. The Clerk will arrange the first meeting.
9. POSSIBLE CHANGE TO THE FORMAT OF THE MEETING Cllr. Mrs Browning raised concerns about the public not being able to ask or answer any questions when a specific matter arose on the agenda. Concerns were also raised on the consistency of this. It was agreed unanimously that any items put on the agenda by Cllrs. would have the Cllrs. initials next to them so as to help the other Cllrs. find out sufficient information prior to the meeting. After much discussion, Cllr. Mrs Landmann proposed that the format of the meeting remain unchanged. This was seconded by Cllr. Mrs Pope and with four in favour was agreed.
10. VILLAGE HALL WEBSITE The management committee of Keysoe Village Hall have secured the Keysoe Domain. All groups/organisations within the parish have been asked if they would like to contribute to this site. It was agreed unanimously that the Parish Council should support this and the Clerk will furnish them with Agendas and minutes on a regular basis.
11. CURRENT SITUATION WITH THE AFFORDABLE HOUSING Philip Stanbridge (BRCC) had informed the Parish Council that the current delay is due to the housing needs survey being out of date and that he has suggested to the Planning Dept that a top up survey be carried out. Cllr. Mrs Browning proposed that the Parish Council dispense with Jephson Housing as this application had taken a considerable amount of time and now needed to be carried out again. This was seconded by Cllr. Mrs Whitmore and agreed unanimously. Bor. Cllr. Ian Clifton will check with the legalities of this, thereafter, the Clerk will find details of other Housing Associations. The Clerk will also inform Mr Ward of the situation.
12. POSSIBILITY OF CUTTING THE GRASS VERGES REGULARLY ALONG THE B660 IN BOLNHURST AND OTHER AREAS IN THE PARISH TO USE AS FOOTPATHS Cllr. Mrs Browning proposed that the grass verges in the parish on roads with no footpaths be cut more regularly to allow pedestrians to use them instead of the roads. After much discussion, Cllr. Mrs Whitmore proposed that they be left as they are. Cllr. Mrs Landmann seconded this and with four in favour it was agreed.
13. SCHOOL LANE JUNCTION AT BOLNHURST Cllr. Worth reported that exiting this lane is dangerous. Cllr. Mrs Whitmore had contacted the Highways Dept. to see if the junction of this road could be brought forward slightly and they could not justify spending the money on this junction. It was agreed that the Clerk would ask Mr Jones (Highways) for a site visit.
14. PORTABLE SPEED INFORMATION DEVICE Cllr. Worth asked if this should be repeated this year. It was agreed that this be left until next year.
15. CORRESPONDENCE RECEIVED - BRCC A Parish Plan Information evening will be held on 22nd September at Cardington RSVP 9th September no one available. - Bedfordshire Police Authority Annual Policing Plan 2005-6 received. Passed to Cllr. Burge - Bedford Borough Council Supplementary Planning Document Draft Bedfordshire Community Safety Design Guide received, comments by 5.09.05 Clerk to file. - Bedford County Council Strategic Objectives 2005-2009 received Clerk to file. - Bedford County Council Highway Maintenance Partnership Scheme 2005/6 The footway in Bolnhurst will be installed as requested. Completion date is 31st March 2006 - Bedford County Council Town and Country Planning Act 1990 Publication of the Minerals and Waste Local Plan this is available for £30.00 or can be viewed in full at either the Town Hall or the County Hall.
