The verified minutes of the Keysoe and Bolnhurst Parish Council meeting held on 16th August 2004 were;

1. PRESENT
Cllr. Mrs Gear (Chairman), Cllrs. Mrs Browning, Mrs Landmann, Mrs Pope, Mrs Whitmore, Cllr. Worth, Borough Cllr. Ian Clifton, Mr Alan Woodward and 1 member of the public.  The Clerk Mrs Maddison was in attendance.

2. APOLOGIES FOR ABSENCE FROM MEETING
None

3. SIGNING OF THE MINUTES OF THE MEETING HELD ON 19.07.04 AND
THE PLANNING MEETING OF 02.08.04

These were signed as correct.

4. MATTERS ARISING FROM THE ABOVE MEETINGS
Beds County Council – Enquiry on cutting back of hedges and trees in the parish – The Clerk informed the Council that she had spoken with Mrs Celia Sellars from the Highways Dept. and was informed that it is very unusual that any trees and hedges would be the responsibility of the County Council. These are usually the responsibility of the landowners.  However, she is prepared to tour the parish with a representative to see the offending trees/hedges.  After discussions, it was agreed that Cllrs. Mrs Browning and Mr Worth would check all the landowners and then ask on behalf of the Parish Council if they would cut these back.  It was also agreed that Mr Maddison be asked to cut the hedge opposite Cateran Farm and send his invoice to the Parish Council as this was protruding into the highway and the Parish Council are unaware of the owner.

Investigation report for the locked barriers on the bridle path along Thurleigh Road – Cllr. Mrs Landmann had not investigated this, so this is to be postponed until the next meeting.

7. PLANNING
04/02010/FUL
- Wychtree Farm, Keysoe Row West – Installation of a mιnage for domestic use – Cllr. Mrs Landmann had visited the applicant and she assured Cllr. Mrs Landmann that this was for personal use only. She also visited Mr and Mrs Howes, the neighbours who didn’t have any objections to the proposal.  It was resolved to support this application.
04/02119/FUL - Brook End Farm, Riseley Road, Keysoe – Installation of a 20m slim line lattice tower and associated equipment – Cllrs. Mrs Gear and Mrs Landmann had visited the neighbouring households. Whilst none of them object to the mast, they are concerned about the location of it.  They are worried about health complications and also the possible depreciation in their property values. It was agreed that as the Parish Council had previously stipulated that it would prefer these types of masts to be sited at least 500m from houses, this would be reported again.
04/01864/FUL - The Cottage, Keysoe Row East – Single storey front extension – Permission Granted.

8. FINANCE
It was proposed by Cllr. Mrs Whitmore, seconded by Cllr. Mrs Browning that the following payments be made:
Resit fee for AQA Qualification          £ 45.00
British Telecom                                £ 66.09
Clerks Account                               £326.01
Donation to Door to Door Transport   £ 50.00

9. PERMISSION GRANTED FOR CHANGE OF USE FOR LAND BEHIND VILLAGE HALL TO BE USED AS A PLAYING FIELD – CONSIDERATION OF WAY FORWARD
Cllr. Mrs Gear reported that planning permission had been granted for change of use for the land.  There are 2 main conditions, the first being that if the playing field is to be used by the village hall users, it may only use the land directly behind the village hall, and secondly, details of screening and fencing must be approved by the Planning Office prior to erecting.  Cllr. Mrs Gear had spoken with Mr Paul Ellerington, Chair to the Village Hall Committee, regarding the legal right of access to the field via the village hall land.  He reported that he thought the Charity Commission would have to endorse this also.  He will look into this further. Cllr. Mrs Gear suggested a meeting to be held with Mr Ward, owner of the field, Mr Paul Ellerington and Mrs Heming representing the Village Hall and Cllrs. Mrs Gear and Mr Worth representing the Parish Council. This was proposed as the next step to take by Cllr. Mr Worth and seconded by Cllr. Mrs Pope.

10. VACANCY FOR PARISH COUNCILLOR – CONSIDERATION OF FURTHER ACTION
The Clerk had advertised the post and there have been no requests to hold an election. It is now the responsibility of the Parish Council to find a candidate.  It was resolved to do a flier and place in the village voice with the hope of co-opting a new Councillor at the next meeting.  

11. SEDGEMOOR COLLEGE – REPORT FROM ATTENDANCE AT SPORTS DAY ACTIVITY
This was attended by Cllrs. Mrs Browning and Mrs Whitmore. They reported that this was very enjoyable.  There were also children there from other Sedgemoor colleges in the region.  PC Gary Baldwin was also there as a spectator.

12. REPORT FROM MEETING WITH BEDFORDSHIRE POLICE
This was attended by Cllrs. Mrs Landmann and Mr Worth. Cllr. Worth reported that the evening was very interesting. The Chief Constable informed everyone that they are one of the most efficient units in the Country. There was time for questions. Cllr Worth asked why it takes 30 minutes to attend an emergency call out and also reported the problems in contacting anyone at the Riseley Police Base. He was informed that the Riseley No. rings for 15 times before being switched to the answer phone, by which time, most people have hung up. Cllr. Worth asked if the phone, when not being manned, could be diverted electronically to the call centre in Bedford.  This was thought to be a good idea and will be looked into. Cllr. Worth also asked who the contact officer is for the Parish and was told he would be informed.

13. COLLEGE EQUESTRIAN CENTRE, LETTER FROM MR BATES REGARDING THE PUBLICATIONS IN THE VILLAGE VOICE FROM THE LAST TWO PARISH COUNCIL MEETINGS
Cllr. Mrs Gear read out the letter from Mr Bates saying that the reports in the last two issues of the Village Voice seemed a little ambiguous on what the Centre was allowed to do.    Cllr. Mrs Gear apologised to Mr Woodward if she had given him the wrong impression of the situation at the Centre, and agreed with Mr Woodward that he would write a response in the Village Voice.  It was agreed that the Clerk writes to Mr Bates in reply to his letter to say that the Reports of the Parish Council Meetings in the Village Voice are written by the Village Voice and are not subject to scrutiny or approval of the Parish Council and any confusion caused by such reports are regretted. 

14. AFFORDABLE HOUSING – REPORT FROM MEETING WITH CLLRS. AND JEPHSON HOUSING/MEPK ARCHITECTS REGARDING THE INTERNAL LAYOUT TO THE PROPOSED HOUSES
This was attended by Cllrs. Mrs Browning and Mrs Landmann. MEPK and Jephson Housing informed them that a lot of their houses had back doors going into the lounge area as this was their design. Also, the cladding to the exterior of the houses is not wood, its Fibre and they said that this is more likely to get planning permission from Bedford Borough Council than plain brick. Borough Councillor Ian Clifton will see what the planning dept. think about the plans submitted for approval, and report back.

15. NALC/SLCC, NATIONAL SALARY AWARD/CAR ALLOWANCES
FOR CLERKS PAYABLE FROM 01.04.04

Notification of the pay award had been received. It was proposed by Cllr. Worth, seconded by Cllr. Mrs Landmann that the Clerk’s salary be raised in line with the recommendations. This was agreed.

16. CORRESPONDANCE

  • Bedford Partnership Board – There will be an Autumn Assembly Meeting on Wednesday 8th Sept. 12.30 to 4pm -,– No one will attend
  • Letter received from Kymbrook Lower School regarding the donation of £300.00
  • Letter of thanks received from St. Dunstans Church for donation towards the upkeep of the church yard.
  • Bedford Borough Council, Housing Strategy 2004/7 received. – passed to Cllr. Worth
  • Bedford Borough Council, Rural Grant Scheme, Details of alterations to the scheme and application forms received.
  • Dates received from Alistair Burt for Advice Centres July – Sept. 2004
  • Bedfordshire County Council – Town and Country Planning Act 1990 – The draft modifications to this act are available for inspection at the Town Hall. If there are any queries, the closing date is 11.09.04
  • Bedford Borough Council – New arrangements for delegated decision-making on planning applications has been received

There being no other business, the Chairman closed the meeting at 21:20 hours
